高校二级院系发展战略规划及其制定

【摘要】：院系发展战略规划是院系建设的抓手与方向,更是各级各类高校实施"双一流"建设的切入点。制定院系发展战略规划,是学术组织渐进式变革的需要,是判断院系工作成败的需要,是学科建设的需要,是教师专业发展的需要,更是树立院系领导威望的需要。制定院系发展战略规划,必须坚持全员参与原则、连续目标链原则及依赖可支配资源原则,并从规划目标、规划内容与规划实施等方面着手制定院系发展战略规划。同时,还需准确辨析院系发展战略规划与高校发展战略规划的关系、高校内各院系发展战略规划的差异性关系、学院领导能力与院系发展战略规划的关系,以及院系发展战略规划所处的校内外际遇等。
[Abstract]:The strategic planning of the development of colleges and departments is the grasp and direction of the construction of colleges and departments, as well as the breakthrough point of implementing "double first-class" construction in colleges and universities at all levels. It is necessary for academic organizations to reform gradually, to judge the success or failure of the work of colleges and departments, to construct disciplines, to develop teachers' specialty, and to establish the prestige of the leaders of colleges and departments. In order to make the development strategic planning of colleges and departments, we must adhere to the principle of all-staff participation, the principle of continuous target chain and the principle of relying on disposable resources, and make the development strategic plan of colleges and departments from the aspects of planning objectives, planning contents and planning implementation. At the same time, the relationship between the development strategic planning of colleges and departments and the development strategic planning of colleges and universities, the differences between the development strategic planning of the colleges and departments in colleges and universities, and the relationship between the leadership ability of colleges and departments and the development strategic planning of colleges and departments should be accurately analyzed. As well as the development of the Department of Strategic Planning in the school, and so on.
