In other words, without first-class governance ideas and governance models, the creation of world-class universities and first-class disciplines is tantamount to empty talk. The World Bank report "meeting the challenges of the construction of world-class universities" regards "good governance", "talent gathering" and "sufficient resources" as three basic prerequisites for building world-class universities.
