我国目前流动人口子女义务教育的现状、问题及对策

【摘要】: 流动人口是在改革开放后,我国经济社会转型时期出现的特殊群体,进入二十世纪九十年代后,随着我国流动人口规模的不断增长,结构也发生了巨大变化,家庭化的举家迁徙成为其中最为显著的特点,由此便衍生出了流动人口子女教育问题。因此,关注和解决流动人口子女教育问题不仅是加快现代化进程的客观要求,也是促进义务教育均衡发展,不断提高人民文化素质的现实需要。 流动人口子女是指户籍在农村,并且在城市中提供生产性和服务性劳动的,如在建筑业、服务业工作的这部分“农村外出就业者”的子女,年龄范围界定在6---16岁之间,即在义务教育范围内的这部分孩子。他们主要包括两部分,一部分是跟随父母进城,在城市中的各类学校学习的,这部分孩子被称为“流动儿童”,也被称为“流动的花朵”、“飘飞的蒲公英”等等;一部分是留在家乡,由祖辈或者其他亲属照顾,或者寄宿在学校进行学习的,这部分孩子被称为“留守儿童”。在本文中,主要的研究对象是前者,即跟随父母进城,在城市中的各类学校学习的“流动儿童”。 本文主要运用了例证法、分析法等多种研究方法,通过对我国流动人口子女义务教育的现状进行考察,把流动人口子女的受教育现状分为学校教育、家庭教育和社会教育三个方面,然后通过对这三个方面的现状进行分析,揭示成因,提出对策。 本文主要从户籍制度、教育投入制度和就近入学制度三个方面揭示流动人口子女教育问题形成的根本原因,进而在此基础上就政府、学校和家庭以及社会层面提出了解决该问题的对策建议:首先,从政府层面,改革户籍制度、教育投入制度和就近入学制度,创新其他相关制度,保证流动人口子女教育;其次,从学校层面,对学校管理和教师教学进行改革,提出相应对策;最后,从家庭和社会教育层面,提出家庭和社会都应该对流动人口子女给予更多的关心和爱护,以保证他们更好地成长。
[Abstract]:The floating population is a special group emerging in the period of economic and social transformation after the reform and opening up. After entering the 1990s, with the continuous growth of the floating population in China, the structure has also undergone tremendous changes. The family migration becomes the most prominent feature, which gives rise to the problem of the education of the floating population's children. Therefore, it is not only an objective requirement to speed up the modernization process, but also a realistic need to promote the balanced development of compulsory education and improve the people's cultural quality. The children of the floating population are those who are registered in rural areas and provide productive and service labour in cities, such as those who work in the construction and service sectors, and whose age ranges from 6 to 16 years. That is, within the scope of compulsory education of this part of the children. They mainly include two parts, one is to follow the parents into the city, learn in various schools in the city, this part of the children are called "floating children", also known as "floating flowers", "flying dandelion" and so on; Some of them are left at home, cared for by their ancestors or other relatives, or boarding at school. These children are called "left-behind children." In this paper, the main research object is the former, that is, "floating children" who follow their parents into the city and study in all kinds of schools in the city. This paper mainly uses the method of illustration, analysis and other research methods, through investigating the current situation of compulsory education of children of floating population in our country, divides the current situation of education of children of floating population into school education. Family education and social education, and then through the analysis of the current situation of these three areas, to reveal the causes and put forward countermeasures. This paper reveals the root causes of the educational problems of the children of the floating population from the three aspects of the household registration system, the education investment system and the nearby school entrance system, and then on the basis of the government, At the school, family and social level, some suggestions are put forward to solve the problem: first, reform the household registration system, education input system and the nearest entrance system, innovate other related systems, and ensure the education of floating children; Secondly, from the school level, the school management and teacher teaching reform, put forward the corresponding countermeasures; Finally, from the aspect of family and social education, it is suggested that both families and society should give more care and love to the children of floating population in order to ensure their better growth.
