我国教育行政职能变革:趋势、难点和对策——透析上海浦东新区“管办评”分离与联动改革的实践

【摘要】：作为公共行政的一个重要部分,我国教育行政体制改革的重要环节是教育行政职能变革。本文分析了我国教育行政体制改革走向公共"治理"的趋势,并以上海市浦东新区教育"管办评"分离与联动为例,对我国教育行政职能变革的难点,从培育和发展教育中介组织、提高学校自主发展能力、提高公众参与教育的能力、打造服务型教育行政组织等方面提出了相应的对策。
[Abstract]:As an important part of public administration, the reform of educational administration system in China is the reform of educational administrative function. This paper analyzes the trend of educational administrative system reform in China towards public "governance", and takes the separation and linkage of educational "management and evaluation" in Pudong New area of Shanghai as an example, which is difficult for the transformation of educational administrative functions in China. The corresponding countermeasures are put forward from the aspects of cultivating and developing educational intermediary organizations, improving the ability of independent development of schools, improving the ability of public participation in education, and creating service-oriented educational administrative organizations.
