【摘要】：我国教育事业的健康发展离不开教育督导政策的正确制定和贯彻执行。它不仅是我国依法治教、进行科教兴国的需要,也是保证我国教育可持续发展的需要。要正确地制定和贯彻执行教育督导政策,需要研究相关历史,以便从中吸取历史经验。基于此,本文把云南省“普九”督导政策作为研究对象,对改革开放以来云南省“普九”教育督导政策制定与实施的历史进行研究。本文绪论论述了本文研究的缘起、概念界定、研究目的与意义、文献综述、研究思路与方法以及研究的重难点、创新点等问题。正文分为以下六个部分:第一部分的重点是为本文对云南省普九督导政策的研究提供一个科学的思想武器。着重指出要以教育督导学作为研究教育督导政策历史的理论基础,再结合我国教育督导政策应遵循的基本原则,提出以十大原则作为评价教育督导政策制定与实施历史的基本尺度。第二部分着重论述云南省教育督导政策制定与实施的历史背景。认为云南省之所以制定、实施和不断修正“普九”督导政策,是落实全国“普九”督导政策的需要,是各省不断探索“普九”督导问题的推动和借鉴其经验的需要,更是云南省适应本省“普九”实践特殊性的需要。第三部分主要论述了从1986年到1992年期间云南省“普九”督导政策的初步制定和实施的基本情况。首先,对改革开放以来国家教育督导政策的初步形成情况以及当时全国教育督导政策实施工作的开展情况进行了论述;其次,重点研究了云南省在这一时期如何通过制定和实施相关政策来贯彻落实国家的教育督导政策的相关情况;最后,总结在云南省教育督导政策的实施过程中取得的成果、存在的问题。第四部分主要论述从1993年到2006年期间云南省“普九”督导政策初步的修正和继续落实的情况。这一部分主要探讨云南省“普九”督导政策在云南省内的进一步发展情况,如云南省各地采取的督导措施、取得的督导成绩,对比前一阶段教育督导政策有哪些进步的地方,以及探析云南省在教育政策的实施过程中遇到的新的困难与阻碍。第五部分主要论述从2007到2016年期间云南省“普九”督导政策的进一步完善与全面实施的情况。这一部分回顾了这个时期在全国范围内尤其是云南省内贯彻落实“普九”督导政策的具体情况,分析当时教育督导的新思路、新手段与新途径,同时从中发现出新的问题。第六部分是对云南省“普九”督导政策实施的历史反思,分为三个方面来加以论述。首先是总结改革开放以来国家和云南省在贯彻落实“普九”督导政策所积累的历史经验与所得到启示;然后总结在云南省“普九”督导政策的实施过程中所暴露出来的问题和在进一步发展过程中所面临的新的困难和阻碍;最后就是重点针对暴露出来的问题提出相应的解决对策,为继续完善云南省“普九”督导政策提供具有针对性和可操作性的意见或建议。
[Abstract]:The healthy development of China's education cannot do without the education supervision policy correctly formulate and implement. It is not only our country according to law, the need of science and education, and also to ensure the sustainable development of education in our country. To correctly formulate and implement educational supervision policy, need to study the related history, in order to learn history from the experience. Based on this, this paper take Yunnan province "Pujiu" supervision policy as the research object, to study the formulation and implementation of the history of the supervision policy of Yunnan province "Pujiu" education since the reform and opening up. The introduction discusses the origin, this paper studies the definition, purpose and significance of research, literature review, research ideas difficult with the methods of research, innovation and other issues.
