湖南义务教育均衡发展问题研究

【摘要】: 推进义务教育均衡发展,是社会主义制度的本质体现和贯彻落实科学发展观的具体体现,是构建和谐社会的现实需要,也是全面贯彻党的教育方针、实施素质教育的必然要求。改革开放以来,湖南义务教育取得跨越式发展,2002年普九人口覆盖率达到100%。但是从总体上看,湖南义务教育的基础还比较薄弱,地区之间、城乡之间、校际之间义务教育发展水平仍存在较大差距。目前在基本普及义务教育的情况下,义务教育阶段办学条件和办学水平的标准化和均衡化问题理应引起政府和社会各界的高度重视。 本文从构建和谐社会的战略目标和社会需要出发,以科学发展观为指导,先对义务教育均衡发展的相关理论进行阐释,把握义务教育均衡发展的理论支撑体系,然后运用大量统计和调查数据考察并分析湖南义务教育发展的差异性,探讨了造成湖南义务教育非均衡发展现状的深层次原因。最后借鉴世界一些国家推进义务教育均衡发展的成功经验,结合湖南省情,从更新教育理念、加大教育经费投入、加强师资建设、缩小办学条件差距、加大困难学生群体扶持力度、发展现代远程教育、加强教育督导几个方面提出了进一步推进湖南义务教育均衡发展的政策建议。
[Abstract]:To promote the balanced development of compulsory education is the embodiment of the essence of the socialist system and the implementation of the scientific concept of development, is the realistic need to build a harmonious society, and is also the comprehensive implementation of the Party's educational policy. Since the reform and opening up, compulsory education in Hunan has made leapfrog development, in 2002, the population coverage rate reached 100 percent. But from the overall point of view. The basis of compulsory education in Hunan is still relatively weak. There is still a big gap in the development level of compulsory education between regions, between urban and rural areas and between schools. The standardization and equalization of the condition and level of running a school in compulsory education should be paid great attention by the government and all walks of life. Based on the strategic goal and social needs of constructing a harmonious society and guided by the scientific concept of development, this paper first explains the relevant theories of balanced development of compulsory education. Grasp the theoretical support system of balanced development of compulsory education, and then use a large number of statistics and survey data to investigate and analyze the differences in the development of compulsory education in Hunan. This paper probes into the deep reasons for the unbalanced development of compulsory education in Hunan Province. Finally, it draws lessons from the successful experiences of some countries in the world to promote the balanced development of compulsory education, and combines the situation of Hunan Province to renew the educational concept. Increase the investment of education funds, strengthen the construction of teachers, narrow the gap between school conditions, increase the support of the group of difficult students, and develop modern distance education. Some suggestions are put forward to further promote the balanced development of compulsory education in Hunan.
