我国西部地区农村教育反贫困问题研究

【摘要】: 贫困是人类社会的普遍问题,反贫困也是世界性难题。我国是一个发展中国家,贫困人口主要集中在农村,贫困问题长期困扰着我国城乡经济的和谐发展。 我国大规模的扶贫工作已走过20多个春秋,取得了举世瞩目的成绩,成为了世界上贫困发生率最低的国家之一。现在,越来越多的人认识到:农村贫困的根源在于农村人力资本不足,农村摆脱贫困的根本出路在于教育。因此,如何正确面对、认真研究、有效解决好我国农村教育贫困问题就显得非常必要和重要。 本文从贫困人口的个体因素出发,采用演绎和归纳相结合、定性研究和定量分析相结合、比较研究和综合分析相结合等多种方法,客观分析我国西部农村地区贫困和扶贫政策的现状、特点及现有教育机制存在的问题和原因,并借鉴国内外先进经验,结合我国国情,根据社会阶层理论,探讨教育反贫困与西部地区经济发展间的相互关系,确定了通过增加农村教育供给、提高贫困人口的就业能力和增收能力、从而最终消除贫困的基本思路,提出了多方保证教育投入资金到位、实现教育服务面向“三化”及建立多元化社会教育救助体系等具体有效的措施和对策,从而为我国的反贫困实践提供现实和理论依据。 基于以上认识和思路,本文共设五章。 第一章导言。该部分阐明了本文研究的背景、目的、意义及国内外研究动态,并对研究的思路、方法及可能的创新之处作了说明。 第二章我国西部农村地区的贫困与扶贫现状及存在问题。该部分对我国西部农村的贫困现状和特点以及我国反贫困政策的阶段性特征进行了客观分析,并对西部农村现有教育机制存在的问题及产生原因进行了深入探究。 第三章教育反贫困与西部地区经济发展。该部分根据社会阶层理论,对我国西部农村教育投资效应错位特征进行了分析,并通过对教育投入与家庭收入阶层的相互关系以及各阶层间教育机会不平等与收入差距扩大的相互关系等的论述,揭示了教育反贫困与西部地区经济发展间的关系,指出解决贫困问题的关键所在和有效手段就是教育。 第四章西部地区农村教育反贫困对策。该部分提出了我国西部地区农村教育反贫困的主要对策:一是要多方保证教育投入资金到位,二是教育服务要面向“三化”,三是要真正做到“学校管理民主化、教师使用聘任化、教师待遇岗位化”。 第五章教育投资多元化及社会教育救助体系。该部分提出了要通过建立以“财政部门要完善助学贷款的制度平台、金融机构要灵活推出助学贷款新业务、高校要架起银行与学生间的桥梁、学生要做一个诚实守信的人、社会要促进助学体系多元化”为核心内容的多层次的社会救助体系,从而彻底根除我国家庭教育投资短缺困难。
[Abstract]:Poverty is a universal problem in human society, and anti-poverty is a worldwide problem. Our country is a developing country, the poor population mainly concentrates in the countryside, the poverty problem has been puzzling the harmonious development of our country's urban and rural economy for a long time. China's large-scale poverty alleviation work has gone through more than 20 years, and has made remarkable achievements, and has become one of the countries with the lowest incidence of poverty in the world. Now, more and more people realize that the root of rural poverty lies in the shortage of rural human capital, and the basic way out of rural poverty lies in education. Therefore, it is very necessary and important how to correctly face, seriously study and effectively solve the problem of rural education poverty in our country. Starting from the individual factors of the poor population, this paper adopts the combination of deduction and induction, qualitative research and quantitative analysis, comparative research and comprehensive analysis, etc. This paper analyzes objectively the present situation, characteristics, problems and causes of the poverty and poverty alleviation policies in the western rural areas of China, and draws lessons from the advanced experience at home and abroad, combines with the national conditions of our country, and according to the theory of social stratum, This paper probes into the relationship between education anti-poverty and the economic development of the western region, and determines the basic idea of eliminating poverty by increasing the supply of rural education, improving the ability of employment and income of the poor population, and finally eliminating poverty. This paper puts forward some concrete and effective measures and countermeasures to ensure the investment of education funds, to realize the education service oriented to the "three modernizations" and to establish a pluralistic social education aid system, so as to provide a realistic and theoretical basis for the practice of anti-poverty in our country. Based on the above understanding and ideas, this paper consists of five chapters. Chapter I introduction In this part, the background, purpose, significance and research trends at home and abroad are explained, and the ideas, methods and possible innovations of the research are explained. The second chapter is about poverty and poverty alleviation in rural areas of western China. This part has carried on the objective analysis to the western countryside poverty present situation and the characteristic as well as our country anti-poverty policy stage characteristic, and has carried on the thorough exploration to the western countryside present education mechanism existence question and the reason. Chapter III: education against poverty and economic development in the western region. According to the theory of social stratum, this part analyzes the mismatch characteristics of rural education investment effect in western China. By discussing the relationship between educational investment and family income stratum, and the relationship between unequal educational opportunity and widening income gap, the paper reveals the relationship between education anti-poverty and economic development in western China. It is pointed out that education is the key and effective means to solve the problem of poverty. The fourth chapter is about the anti-poverty countermeasures of rural education in western China. This part puts forward the main countermeasures of anti-poverty of rural education in the western region of China: first, to ensure the investment of education in various ways; second, to face the "three modernizations" in educational services; and third, to truly achieve "democratization of school management". Teachers use employment, teachers pay posts. Chapter five: education investment diversification and social education aid system. In this part, it is proposed that through the establishment of "the financial department should perfect the system platform for student loan, the financial institution should flexibly launch the new business of student loan, the university should build a bridge between the bank and the students, and the student should be an honest and trustworthy person." The society should promote the multi-level social assistance system which is the core content of the aid system, so as to eradicate the shortage of family education investment.
