我国教育捐赠政策研究

【摘要】: 近年来,教育经费不足,成为制约我国教育发展的“瓶颈”。教育捐赠作为补偿教育经费的有效且可行的渠道越来越被人们所重视。我国教育捐赠事业刚刚起步,虽然已取得一些成绩,仍存在一些问题。所以,如何促进教育捐赠事业更加合理、健康地发展,是教育政策制定者和执行者以及研究者共同关注的问题。 本文运用文献分析法、比较研究法、经验总结法,从政策学的视角,对我国教育捐赠的政策实践进行了系统研究。通过对教育捐赠政策的价值分析、过程分析、内容分析,建构了我国教育捐赠政策研究的框架体系。从政策的制定和执行两方面解析了我国教育捐赠政策实践中的问题,据此提出了完善我国教育捐赠政策实践的建议。 本文包括六个部分。首先在绪论中阐述了课题提出的背景,概述了国内外相关研究,阐明了本研究的目的、意义及方法,界定了教育捐赠及教育捐赠政策等相关概念。第一部分属于教育捐赠政策的理论基础研究。分析了社会学、经济学、政策学等理论对教育捐赠政策研究提供的思考框架。第二部分探讨了教育捐赠政策的价值诉求和价值体系。第三部分从政策背景、政策内容梳理、政策评价等维度对我国教育捐赠政策进行纵向分析。第四部分对美国、英国、香港等国家和地区的教育捐赠政策的内容、实施效果方面进行横向比较。第五部分对我国教育捐赠政策制定和执行的问题进行了分析。第六部分对我国教育捐赠政策实践的进一步发展提出了建议。
[Abstract]:In recent years, the shortage of educational funds has become a bottleneck restricting the development of education in China. As an effective and feasible channel to compensate education funds, education donation has been paid more and more attention. Education donation in China has just started, although it has made some achievements, there are still some problems. Therefore, how to promote the development of education donation more reasonably and healthily is a common concern of educational policy makers, implementers and researchers. This paper makes a systematic study on the policy practice of education donation in China from the perspective of policy by means of literature analysis, comparative research and experience summarization. Based on the value analysis, process analysis and content analysis of educational donation policy, this paper constructs the framework system of educational donation policy research in China. This paper analyzes the problems in the practice of educational donation policy in China from the two aspects of policy formulation and implementation, and puts forward some suggestions to perfect the practice of educational donation policy in China. This paper includes six parts. First of all, the background of the subject is described in the introduction, and the related research at home and abroad is summarized. The purpose, significance and method of this study are clarified, and the related concepts such as educational donation and educational donation policy are defined. The first part is the theoretical basis of education donation policy. This paper analyzes the theoretical framework provided by sociology, economics and policy to the research of educational donation policy. The second part discusses the value appeal and value system of education donation policy. The third part carries on the longitudinal analysis to the education donation policy of our country from the policy background, the policy content combing, the policy evaluation and so on. In the fourth part, the content and effect of education donation policy in USA, UK, Hong Kong and other countries and regions are compared horizontally. The fifth part analyzes the policy making and implementation of education donation in China. The sixth part puts forward suggestions on the further development of educational donation policy in China.
