【摘要】："以教育信息化带动教育现代化"是21世纪我国教育改革与发展的重要战略决策。经过十多年的发展,我国的教育信息化取得了令人瞩目的成就,从普及、建设阶段转入了深化、应用阶段,如何提高教育信息化为教育改革与发展大局服务的效益、效能是当前教育信息化科学发展、可持续发展的重要课题。当然,每个阶段不同层次教育工作的核心任务和重点不尽相同。教育部《关于贯彻落实科学发展观,进一步推进义务教育均衡发展的意见》中明确提出"把全面推进中小学教育信息化作为促进义务教育均衡发展的重要战略举措,以教育信息化带动教育现代化"。2010年7月13-14日,中共中央、国务院在北京召开全国教育工作会议,全面部署实施《国家中长期教育改革和发展规划纲要(2010-2020年)》(以下简称《纲要》)。《纲要》指出"充分发挥现代信息技术作用,促进优质教学资源共享""建立开放灵活的教育资源公共服务平台,促进优质教育资源普及共享……使农村和边远地区师生能够享受优质教育资源"。可见,促进义务教育均衡发展,是当前乃至未来十年义务教育工作的重点。因此,在新的历史起点,基础教育信息化面临的挑战和工作重点就是促进义务教育均衡发展。广东省作为我国教育信息化的领头羊,近几年一直积极探索"以信息化促进义务教育均衡发展,提升整体教育质量和水平"的新路子。2009年初明确提出"以信息化促进义务教育均衡发展,带动教育现代化"的发展战略上的教育信息化工作目标,出台一系列政策措施,启动了"广东省教育资源下乡行动计划",形成了广东基础教育的特色和亮点。那么"信息化与义务教育均衡发展之间有什么关系""信息化如何促进义务教育均衡发展"以及"通过信息化推进义务教育均衡发展的瓶颈和难点及其解决措施是什么",围绕这些问题,本刊组织了广东省"以信息化促进义务教育均衡发展"专题,并对广东省教育厅罗伟其厅长进行了访谈。
