我国农村弱势群体的教育救助研究

【摘要】: 社会物质文明和精神文明的发展在教育方面的表现之一是现代人对教育公平、教育机会均等的需求。当前我国农村弱势群体的教育问题比较突出,基于构建社会主义和谐社会的现实需要和社会公平的价值理念,国家和社会应给予农村弱势群体教育问题高度的关注和支持。无论是从经济学的角度、人的需求角度、人力资本角度、“贫困文化论”角度,还是从制度本身的角度来看,教育都是降低贫穷、创造财富、消除社会排斥、实现社会公平的有效途径。 我国农村弱势群体问题集中表现在农村弱势群体经济社会地位低下、受教育权得不到根本保障以及被社会主流文化排斥等方面。如果我国农村弱势群体问题得不到有效解决,那么可能出现的后果是非常严重的,例如社会矛盾的加深、社会公平价值理念失衡、社会秩序混乱等。传统的社会救助政策着眼于对弱势群体成员基本的物质生活补偿,而对如何消除社会排斥、促进社会整合以帮助他们摆脱困境则关注不足。作为社会救助的重要组成部分,农村弱势群体的教育救助着眼于弱势群体的未来发展,对于促进社会公平与和谐社会的实现具有独特的理论与实践价值。 教育救助是国家和社会为保障适龄人口获得受教育的平等机会而对贫困国家、地区和贫困家庭子女提供物质援助和精神援助的一种社会救助形式。在我国农村弱势群体的救助主体中,政府是农村弱势群体教育救助的第一责任主体,社会组织是农村弱势群体教育救助的必要补充。立足于农村经济发展的现实需要、农村弱势群体的自身特点,本文选择了农村弱势群体义务教育、职业教育、高等教育、特殊教育(不包括超常儿童教育、有特殊需求的农村弱势群体教育)四阶段的教育救助作为研究对象,并对其进行了现阶段教育救助现状的描述与分析。最后从制度的角度提出完善我国农村弱势群体教育救助的相关对策和建议。
[Abstract]:One of the manifestations of the development of social material civilization and spiritual civilization in education is the demand of modern people for education fairness and equal educational opportunities. At present, the educational problems of the disadvantaged groups in rural areas are quite prominent in our country. Based on the realistic needs of building a harmonious socialist society and the value concept of social equity, the state and society should pay close attention to and support the education of the rural vulnerable groups. From the angle of human capital, "poverty culture" or the system itself, education is an effective way to reduce poverty, create wealth, eliminate social exclusion and realize social equity. The problems of rural vulnerable groups in our country are mainly reflected in the low economic and social status of rural vulnerable groups, the lack of fundamental protection of the right to education and the exclusion of the mainstream culture in the society, etc. If the problems of rural vulnerable groups in our country are not effectively resolved, Well, the possible consequences are very serious, such as the deepening of social contradictions, the imbalance of social equity values, the chaos of social order, etc. Traditional social relief policies focus on the basic material life compensation for members of vulnerable groups. As an important part of social assistance, the educational assistance of rural vulnerable groups is focused on the future development of vulnerable groups. It has unique theoretical and practical value for promoting the realization of social equity and harmonious society. Education assistance is a kind of aid to poor countries by the state and society to guarantee equal access to education for the people of the right age. A form of social assistance for the children of regions and poor families to provide material and spiritual assistance. In China's rural vulnerable groups, the government is the main body responsible for the education and relief of rural vulnerable groups. The social organization is the necessary supplement to the education aid for the rural vulnerable groups. Based on the realistic needs of the rural economic development and the characteristics of the rural vulnerable groups, this paper chooses the rural vulnerable groups to be compulsory education, vocational education, and higher education. Special education (excluding education for exceptional children, education for rural vulnerable groups with special needs), four stages of education relief as the research object, Finally, from the perspective of the system, the author puts forward the relevant countermeasures and suggestions to improve the education assistance of the rural vulnerable groups in China.
