【摘要】：改革开放的30年是我国高等教育飞速发展的时期，也是高校内部管理体制最为复杂多变的时期。我国高校内部管理体制改革一直是整个社会关注的焦点之一，高校内部管理体制改革的成败与否，直接影响着我国高校各项事业的发展。如今，高校内部管理体制改革已经进入到逐步深入阶段，未来的改革之路如何继续，极其有必要对以往改革进行回顾与研究。本文运用文献研究、历史研究等方法，以制度变迁理论和组织管理理论为研究基础，从制度变迁的视角，概述近30年以来我国高校内部管理体制改革的历史进程，历时研究了我国高校内部管理体制改革中领导体制的发展、组织结构的调整、高校自主招生的探索、人事制度的改革以及后勤社会化的进程这五大方面的体制变迁。着重分析了当前我国高校内部管理体制改革中存在的主要问题，，据此提出了深化高校内部管理体制改革的六个方面的建议。本论文共分五个部分：第一部分，在绪论中阐述了本文的研究背景，概述了国内外的研究现状，阐明了本研究的目的、意义和方法，并界定了高等教育，高等教育管理体制的概念；第二部分，属于我国高校内部管理体制改革的理论基础研究，即对制度变迁理论、组织管理体制与组织创新理论的界定；第三部分，阐述我国高校内部管理体制改革的历史进程及体制变迁分析，历史进程主要是从新中国成立以来至当前针对我国高校所颁布的政策、法规进行梳理与介绍。体制变迁分析是从我国高校内部管理体制改革的五大方面进行了概括；第四部分，分析了我国高校内部管理体制改革中存在的主要问题；第五部分，通过分析提出了深化我国高校内部管理体制改革的六个方面的建议。
[Abstract]:30 years of reform and opening up is the rapid development of China's higher education period, is also the university internal management system is the most complex period. University management system reform in China has been one of the focuses of the whole society, the reform of the internal management system of success or failure, directly affects the development of China's colleges and universities undertakings now, the reform of internal management system in Colleges and universities has entered into the deepening stage, the future reform of the way how to continue, necessary review and Research on the reform of the past.
This paper uses literature research, historical research methods, in the management of institutional change theory and organization theory as the research foundation, from the institutional perspective, an overview of nearly 30 years since the reform of the internal management system of colleges and universities in China history, the diachronic study on development of the leadership system of internal management system reform in Colleges and universities in China, organizational structure the adjustment and exploration of university independent recruitment, changes of system of personnel system reform and the process of logistics socialization of the five aspects.
This paper mainly analyzes the main problems existing in the reform of the internal management system in our universities, and puts forward six proposals for deepening the reform of the internal management system in Colleges and universities.
This paper is divided into five parts:
The first part introduces the background of the research, summarizes the research status at home and abroad, clarifies the purpose, significance and method of the research, and defines the concept of higher education and higher education management system.
The second part is the theoretical research on the reform of internal management system in Chinese universities, namely, the definition of institutional change theory, organization management system and organizational innovation theory.
The third part, analysis of the change on the reform of internal management system in Colleges and universities of China in history and system, mainly from the historical process since the new China up to current promulgated by China University policies, regulations are summarized and introduced. System change analysis is summarized from five aspects of the reform of the internal management system of colleges and universities in china;
In the fourth part, the main problems in the reform of internal management system in China's colleges and universities are analyzed.
The fifth part, through the analysis, put forward six suggestions to deepen the reform of the internal management system in China's colleges and universities.
