【摘要】:《十二五规划纲要》中,经济转型升级是新时期发展战略着力点。中国在继改革开放之后再次站在转型的十字路口。对当前中国来说,是一个深化改革加快开放进程的阶段,,是国家进一步致力于全面均衡发展时期,是全面建设小康社会的关键时期,是加快转变经济发展方式的攻坚时期。以科学发展为主题,以人为本,注重全面、协调、可持续发展。在这样的经济转型升级时期国家对于教育的投入力度和重视程度与日俱增。高校作为汇集人才的高地和人才培养的重要基地,承担着人才培养、知识创新和社会服务的重要任务,其自身的人才资源决定着人才培养的质量。随着我国高等教育体制改革的深入,新时期人力资源被视为“第一战略资源”,高校人力资源管理也被赋予了新的内涵,即高校人力资源管理指的是在高校中从事教学、科研、管理、后勤服务等方面工作的教职工总体所具有的劳动能力的总和,成为现代高校管理最根本、最核心的资源,其中教师以其教学育人活动和科研创新活动所产生的重大社会价值为主体。 面对建设创新型国家的总体部署、新一轮西部大开发的新政策、高等教育强国的新要求,面对市场化、大众化带来的种种新问题,如何认识西部高校师资队伍建设的新目标、新思路?必须转换观念,与时俱进,创新人力资源开发与管理工作的观念、制度和方法,重视人才的开发和利用,建立完善、配套的管理体制;实施人力资源管理的战略规划;建立健全人才流动机制和高效的竞争、激励机制;遵循人力资源开发的原则,从整体上追求人力资源的优化配置,进而实现西部高校人力资源可持续发展,最终达到提升西部高校综合竞争力的目的。因此,西部高校人力资源可持续发展问题研究是一个亟待深入探讨的现实课题。 西部地区国土面积占全国71.4%,人口占全国28.6%。由于历史原因和改革开放初期区域倾斜发展的战略,东部地区高等教育得到了快速发展,相比之下,西部地区的高等教育发展比较缓慢,对西部地区经济社会发展的人才支撑作用相对较弱。在经济转型升级的新时期,西部高校如何充分借助经济环境新特点内生发展,构建西部高校优势人力资源发展战略?本文从人力资源管理相关理论和哲学思想引入到高校管理之中,针对我国西部高等教育的发展现状进行了人力资源可持续发展研究。西部高校人力资源发展战略存在的主要问题包括:人力资源信息不对称问题严重;人力资源配置不当,资源利用率低;薪酬福利管理问题突出;人力资源引入盲目,人才流失现象严重;教学和科研工作存在严重行政化倾向。西部高校的可持续发展必须要加强东西部高等院校间人才交流与科技合作;建立科学合理的人力资源激励机制;健全人才培训机制;建立系统科学考核评价体系;突出办学特色创新办学体制。整体提升西部高校办学水平和竞争实力。

With the reform of higher education system in China Further, the human resources in the new period is regarded as "the first strategic resource, human resource management in Colleges and universities has also been given a new meaning, which refers to the human resource management in Colleges and universities engaged in teaching in Colleges and universities, scientific research, management, total logistics service and other aspects of the work of staff in general has the ability to work, become the most fundamental of modern university management, the core resources, the great social value to the teaching activities of teachers and scientific research and innovation activities have as the main body.
The face of the overall deployment of the construction of innovative country, the new round of western development of the new policy, the new requirements of higher education power, the face of the market, the popularization of new problems brought by the new ideas of how to understand the new goal of teachers team construction in Colleges and universities in the west? Must transform the idea, advancing with the times, human resources development and innovation the management idea, system and method, pay attention to develop and use the talents, establish and perfect management system, supporting the implementation of strategic planning; human resource management; establish and perfect the mechanism for the flow of talent and efficient competition, the incentive mechanism of human resources development; follow the principle, and pursue optimal allocation of human resources as a whole, so as to realize the the sustainable development of human resources in western universities, finally to improve the Western University comprehensive competitiveness. Therefore, the sustainable development of human resources is a problem of universities in western China A realistic subject which needs to be explored in depth.
The land area of the western region accounted for 71.4% of the country, the population accounted for 28.6%. due to historical reasons and strategy of reform and opening up regional development of higher education, the eastern region has been developing rapidly, in contrast, the development of higher education in the western region is relatively slow, talent supporting role for the economic and social development of the western region is relatively weak. In the new period of economic the transformation and upgrading, how to make full use of the characteristics of western universities new economic environment endogenous development, the construction of university human resource advantage of the western development strategy? This paper introduced to college management thoughts from human resource management theory and philosophy, to the current development of China's higher education in the west of the study on the sustainable development of human resources including the main problems. Western University Human Resources Development Strategy: information asymmetry of human resources seriously; improper allocation of human resources, The low utilization rate of resources; compensation management problems; blind introduction of human resources, serious brain drain phenomenon; there are serious administrative tendency of teaching and research work. The sustainable development of western universities must strengthen personnel exchanges and cooperation in science and technology of colleges and universities; establish a scientific and reasonable incentive mechanism of human resources; perfecting the talent training mechanism; to establish a scientific evaluation system; highlighting the characteristics of innovative educational system. Western universities to enhance the overall level and competitive strength.
