财政性科研经费的使用问题及政策建议

【摘要】：随着我国科技创新战略和创新型国家建设战略的深入实施,提高科研经费的使用效率成为促进我国科技发展的关键。科研经费管理的作用不仅体现在额度核算、支出控制等财务管理方面,而且还承担着优化科技人员激励结构、规范协调科研主体关系、提高项目实施转化效率、引导科技人才培养发展等多种职能,因此,科研经费管理制度必须能够激励、引导智力要素对科技发展的投入,同时能够合理地体现其价值。
[Abstract]:With the implementation of science and technology innovation strategy and innovative national construction strategy, improving the efficiency of scientific research funds has become the key to promote the development of science and technology in China. The role of scientific research funds management is not only reflected in the quota accounting. Expenditure control and other aspects of financial management, but also assume to optimize the incentive structure of scientific and technological personnel, regulate and coordinate the relationship between scientific research subjects, improve the efficiency of project implementation and transformation, guide the development of scientific and technological personnel, and other functions. The management system of scientific research funds must be able to stimulate and guide the input of intellectual elements to the development of science and technology, and at the same time, can reasonably reflect its value.
