学术自由视角下的我国大学教师聘任制度研究

【摘要】:大学教师聘任制度是近年来我国高等教育领域研究的热点话题,学者们或从历史的角度探讨这一制度在我国的产生及发展;或从国际比较的视角分析我国大学教师聘任制的优缺点;或选取聘任过程中的一个环节进行详细的阐述;或从制度主义的角度探讨这一制度的合理性。但却少有从价值取向角度探讨大学教师聘任制度的研究,更忽视了“学术自由”这一重要价值取向对于大学教师聘任制度的重要作用。本文立足于大学组织的学术性特征,从学术自由角度对我国大学教师聘任制度进行深入探讨,剖析我国现行大学教师聘任制度的现实问题,,并立足于学术自由这一重要价值取向,对我国大学教师聘任制度的改革与发展提出切实可行的建议和对策。 本文首先从大学教师聘任制和学术自由的相关概念出发,阐述了两个概念的内涵、特征以及历史沿革。继而立足于大学教师聘任制运行的整个过程,探讨了学术自由对大学教师聘任制的重要意义,论证了学术自由是大学教师聘任制度的重要价值取向。接下来从现实出发,分析了我国现行大学教师聘任制运行过程中由于违背和干涉学术自由及学术自由价值缺失所造成的严重问题。最后提出从制度主体、制度过程和制度保障三个方面贯彻和保障学术自由,以促进我国大学教师聘任制度的改革和发展。
[Abstract]:University teacher appointment system is a hot topic in the field of higher education in China in recent years, scholars or from the historical point of view to explore the emergence and development of this system in China; Or from the perspective of international comparison to analyze the advantages and disadvantages of the appointment system of university teachers in China, or to select a link in the process of appointment for detailed elaboration; Or from the perspective of institutionalism to explore the rationality of this system, but rarely from the point of view of value orientation to explore the institution of the appointment of university teachers, The important value orientation of "academic freedom" plays an important role in the appointment system of university teachers. Based on the academic characteristics of university organizations, this paper probes into the appointment system of university teachers in China from the angle of academic freedom. This paper analyzes the practical problems of the current university teacher appointment system in China, and based on the important value orientation of academic freedom, puts forward practical suggestions and countermeasures for the reform and development of the university teacher appointment system in China. Based on the related concepts of university teacher appointment system and academic freedom, this paper expounds the connotation, characteristics and historical evolution of the two concepts, and then bases itself on the whole process of the university teacher appointment system. This paper probes into the significance of academic freedom to the appointment system of university teachers, and proves that academic freedom is an important value orientation of the appointment system of university teachers. This paper analyzes the serious problems caused by the violation and interference of academic freedom and the lack of value of academic freedom in the course of the current university teacher appointment system in China. In order to promote the reform and development of the appointment system of university teachers in China, the system process and system guarantee carry out and guarantee academic freedom.
