地方高校实行目标管理的现状与对策研究

【摘要】：在我国经济体制改革的过程中,目标管理先被企业引进。随后进入我国高等教育领域,目标管理在近十来年受到高校的广泛关注,地方高校运用目标管理的数量渐渐增多。地方高校在面临资源获取困难和自有资产有限的情况下,有效利用目标管理做好对学校教学、科研、师资等各类关系的管理是关键。本文从三个方面论述,首先以目标管理理论基础为依据,从地方高校的性质、内外环境分析地方高校实行目标管理的条件和动力。其次通过地方高校实行目标管理的现状调查,分析地方高校目标管理的问题。最后针对问题提出在学校发展定位、思想认识、目标体系和实施体系等方面的具体对策。本文以地方高校目标管理为研究对象,结合地方高校特殊环境和条件提出实行目标管理具体建议,希望能对目标管理研究的深入起抛砖引玉的作用。
[Abstract]:In the process of economic system reform in our country, objective management was first introduced by enterprises, and then entered the field of higher education in our country. In the past decade or so, objective management has received extensive attention from colleges and universities. The number of local colleges and universities using objective management is increasing gradually. Under the situation that local colleges and universities are faced with difficulties in obtaining resources and their own assets are limited, effective use of objective management to manage all kinds of relationships such as teaching, scientific research, teachers and so on is the key. This paper discusses from three aspects, first of all, based on the theory of objective management, from the nature of local universities, The internal and external environment analyzes the conditions and motivation for the implementation of target management in local colleges and universities. Secondly, through the investigation of the current situation of the implementation of target management in local colleges and universities, the problems of target management in local colleges and universities are analyzed. Finally, the development orientation of local colleges and universities is put forward. Ideological understanding, target system and implementation system and other aspects of the specific countermeasures. This paper takes the objective management of local colleges and universities as the research object, and puts forward some concrete suggestions for the implementation of the objective management in combination with the special environment and conditions of the local colleges and universities, in the hope that it can serve as a source of inspiration for the further study of the objective management.
