【摘要】：自上世纪90年代开始，营利性高校在美国高等教育领域异军突起，以其高速的增长率、颇具特色的经营方式和管理模式引起了政府和商业界的关注，同时也引起了教育和科研等各界人士的重视，并逐渐获得了自己在高等教育市场的一席之地。但同时又暴露出了令人堪忧的一些问题，面临着争议、顾虑、质疑甚至批判。在我国，，《教育法》关于学校及其他教育机构明确规定“不以营利为目的”，但是由于法规、政策的不明晰，我国“不以营利为目的”的民办大学部分存在着“营利性行为”。美国是营利性高等教育发展最具规模和特色的国家，对美国营利性高校的教育质量保障体系进行分析和研究，借鉴其成功之处，发现其中的问题与不足，并结合我国实际，对我国民办高校教育质量保障体系的发展和完善提出建议，从而促进民办高校的发展，是本论文的目的所在。本文首先回顾了美国营利性高校教育质量保障体系从无到有、逐步稳定的历史发展过程。自殖民地时期营利性学校在美国产生以来，其教育质量保障体系经历了三个发展阶段。接着，本文比较详细地从构成主体、运作、特点和不足几个方面，探讨了美国营利性高校的教育质量内、外部保障体系，从中可以找出营利性高校近年来之所以成绩瞩目又暴露出一些问题的部分原因。在此基础上，借鉴美国营利性高校教育质量保障体系的成败之处，比较当前我国民办高校的相关现状，对我国民办高校教育质量保障体系的发展提出相关建议，以期对我国民办高校的发展起到积极促进作用。
[Abstract]:Since the 1990s, profit-making colleges and universities in the field of higher education in the United States have suddenly emerged, with its rapid growth rate, rather characteristic management and management mode has attracted the attention of the government and the business community.At the same time, it has aroused the attention of people from all walks of life such as education and scientific research, and gradually gained its own place in the market of higher education.But at the same time exposed some worrying problems, facing controversy, concern, doubt and even criticism.In China, schools and other educational institutions in the Education Law explicitly stipulate that "no profit is the purpose", but due to the lack of clarity of laws and policies, there is "profit-making behavior" in the part of private universities that "do not take profit as the purpose" in our country.The United States is the most large-scale and characteristic country in the development of for-profit higher education. This paper analyzes and studies the educational quality assurance system of the for-profit colleges and universities in the United States, draws lessons from its success, finds out the problems and shortcomings, and combines the reality of our country.The purpose of this paper is to put forward some suggestions on the development and perfection of educational quality guarantee system in private colleges and universities in China, so as to promote the development of private colleges and universities.This paper first reviews the historical development process of the quality assurance system of for-profit colleges and universities in the United States.Since the emergence of profit-making schools in the colonial period in the United States, their educational quality assurance system has undergone three stages of development.Then, this paper discusses the internal and external guarantee system of the educational quality of the for-profit colleges in the United States in detail from the aspects of the main body, the operation, the characteristics and the deficiency.We can find out some reasons why the profit-making colleges and universities have made remarkable achievements in recent years and exposed some problems.On the basis of this, the author draws lessons from the success or failure of the educational quality assurance system of the profit-making universities in the United States, compares the current situation of the private colleges and universities in our country, and puts forward some relevant suggestions for the development of the educational quality assurance system of the private colleges and universities in our country.With a view to promoting the development of private colleges and universities in China.
