我国高校教师聘用制度改革研究

【摘要】:高校的教学水平取决于学术水平,而学术水平取决于教师。建设一支高素质的高等学校教师队伍,不仅对高校的建设意义重大,更对我国高等教育的发展影响非凡。 然而,目前我国高校所实行的教师聘用制度与发达国家的教师聘用制度相比还有一段距离,对教师聘用制的认识也存在一定的偏见,许多高校还没有完全形成科学合理的教师聘用制度。因此,完善高校教师聘用制度改革是社会经济发展的必然,也是中国高等教育事业发展的必然。 本文主要以教学研究型大学为研究对象,在对我国与美国高校教师聘用制度的历史和现状进行研究的基础之上,分析了两国高校教师聘用制度的特点,并总结出美国高校教师聘用制度的成功经验,以求借鉴美国高校教师聘用制度的成功经验来推进我国教学研究型高校教师聘用制度的改革。 本文共分四个部分,分别为导言、我国高校教师聘用制度发展的历程、美国高校教师聘用制度的特点及启示、对我国高校教师聘用制度的改革的思考。 首先,介绍了本论文的研究背景、研究意义、所读文献的综述与所采用的研究方法,较为系统的介绍了论文的框架。 其次,系统地梳理了我国高校从1986年起试行高校教师聘用制度至今的发展历程,并对其发展特点与现状进行了总结分析,最后得出我国高校教师聘用制度存在问题的原因。 再次,通过对美国高校教师聘用制度历史发展历程的了解,总结出美国高校教师聘用制度的特点,并分析现状,归纳出值得我国高校借鉴与学习的先进经验和管理理念。 最后,在上述研究基础上,针对我国高校教师聘用制度存在的突出问题,提出我国高校应采取强调学术地位、建立完善的教师选聘机制、健全教师聘后管理机制与激励机制以及建立合理的教师流动机制等方面的措施,进一步加快高校教师聘用制度改革。 高校教师聘用制度改革,应当是一个系统性的改革,不仅应从聘用中进行改革,,更应完善相应的激励机制,从而才能从真正意义上更全面的推进教师聘用制改革。
[Abstract]:The teaching level of the university depends on the academic level, and the academic level depends on the teacher. The construction of a high-quality college teachers is not only of great significance to the construction of colleges and universities, but also has a special impact on the development of higher education in China. However, compared with the teacher employment system in developed countries, there is still a gap between the teacher employment system and the teacher employment system, and there is a certain prejudice to the understanding of the teacher employment system. Many colleges and universities have not formed a scientific and reasonable teacher employment system. Therefore, it is necessary for the development of social economy and the development of Chinese higher education to perfect the reform of teacher employment system in colleges and universities. Based on the study of the history and present situation of the teacher employment system in our country and the United States, this paper analyzes the characteristics of the teacher employment system in the two countries. The successful experience of the teacher employment system in American colleges and universities is summarized in order to promote the reform of the employment system of teachers in our teaching and research universities by using the successful experience of the employment system of teachers in colleges and universities in the United States for reference. This paper is divided into four parts: the introduction, the course of the development of the teacher employment system in our country, the characteristics and enlightenment of the teacher employment system in the United States, and the reflection on the reform of the teacher employment system in our country. Firstly, this paper introduces the research background, significance, literature review and research methods, and systematically introduces the framework of the paper. Secondly, it systematically combs the development course of the university teacher employment system in our country from 1986 to now, summarizes and analyzes its development characteristics and present situation, and finally concludes the reasons for the problems existing in the university teacher employment system in our country. Thirdly, through the understanding of the history of the teacher employment system in American colleges and universities, this paper summarizes the characteristics of the teacher employment system in American colleges and universities, and analyzes the present situation, and concludes the advanced experiences and management concepts worthy of reference and study in our country's colleges and universities. Finally, on the basis of the above research, aiming at the outstanding problems existing in the employment system of teachers in colleges and universities in our country, the author points out that colleges and universities in our country should take the emphasis on academic status and establish a perfect mechanism for selecting and appointing teachers. It is necessary to perfect the management mechanism and incentive mechanism after teachers' employment and to establish a reasonable mechanism for teachers' mobility, so as to further accelerate the reform of teachers' employment system in colleges and universities. The reform of teacher employment system in colleges and universities should be a systematic reform, not only from the employment reform, but also from the corresponding incentive mechanism, so as to promote the reform of teacher employment system in a more comprehensive way.
