ZZSF学院融资渠道研究

【摘要】：目前,我国高等教育已经进入了大众化教育阶段,并成为了世界上高等教育规模最大的国家。同时,高等教育规模的快速扩展,使原本就紧缺的办学经费更难以确保高校发展的需求,导致发展与投入不足的矛盾日益突出,所以,融资问题成了高校亟待解决的重要问题。本文根据ZZSF学院的实际发展情况,运用公共部门经济学理论和融资理论,通过文献法、比较分析法和调查法,从多方面对高等学校的办学经费的来源进行了全面的分析,得出高校多元化融资的合理性、重要性和必然性,且采用多元化融资渠道进行融资是高校融资行为发展的方向。同时,本文还借鉴国内外大学的融资经验,并在此基础上,运用产权理论分析了政府、高校、社会三者之间的责权利关系,指出高等教育融资行为实施的主体是高校本身。论文针对ZZSF学院融资现状进行深入分析,得出ZZSF学院融资过程中存在的问题有：过分依赖于传统的资金来源渠道；多元化融资渠道发展不均衡,新型融资渠道发挥作用不明显。而产生问题的原因则在于：国家宏观政策对其融资发展的限制；ZZSF学院对高等教育融资活动的认识不足；ZZSF学院与地方经济发展结合密切程度不够等。最后,结合ZZSF学院实际情况,摒弃无需通过融资行为获得的政府财政拨款、学费收入和高校科研纵向课题资金等渠道,进行适合于ZZSF学院的多元化融资渠道设计,例如：吸收来自社会各界的捐赠；加强银校合作,充分利用金融市场的灵活性适度负债发展ZZSF学院教育事业；借鉴BOT、PPP等项目投资模式进行融资；大力开展科研技术性服务与校企合作。文章还逐一对ZZSF学院的多元化融资渠道分析中提及的各渠道进行了融资风险分析,并且给出运用相应融资渠道进行融资时的风险规避注意问题,论文有针对性地给出了适合于ZZSF学院发展多元化融资渠道的方案,并提出了有效实施的合理化建议。
[Abstract]:At present, China's higher education has entered the stage of mass education, and has become the largest country in the world. At the same time, the rapid expansion of the scale of higher education makes it more difficult to ensure the demand of the development of colleges and universities, resulting in the contradiction between development and insufficient investment. Therefore, the issue of financing has become an important problem to be solved urgently. According to the actual development of ZZSF College, this paper, by using the theory of public sector economics and the theory of financing, through the methods of literature, comparative analysis and investigation, makes a comprehensive analysis of the sources of running funds of colleges and universities from many aspects. It is concluded that the rationality, importance and inevitability of diversified financing in colleges and universities, and the direction of the development of financing behavior in colleges and universities is to adopt diversified financing channels. At the same time, this article also draws lessons from the domestic and foreign universities' financing experience, and on this basis, uses the property right theory to analyze the relation between the responsibility and the right of the government, the university and the society, and points out that the main body of the higher education financing behavior is the university itself. Based on the analysis of the current financing situation of ZZSF College, the paper concludes that the problems in the financing process of ZZSF College are: excessive dependence on traditional sources of funds, uneven development of diversified financing channels, and the role of new financing channels is not obvious. The reasons for the problems lie in: the national macro policy limits the financing development of ZZSF colleges and ZZSF colleges do not have enough understanding of higher education financing activities and the degree of integration between ZZSF colleges and local economic development is not enough and so on. Finally, combining with the actual situation of ZZSF College, we abandon the channels of government financial allocation, tuition income and longitudinal research project funds, which are not needed to obtain through financing behavior, and carry out the design of diversified financing channels suitable for ZZSF College. For example: to absorb donations from all walks of life; to strengthen cooperation between banks and schools; to make full use of the flexibility of financial markets to develop ZZSF college education; to use BOT,PPP and other project investment models for financing; Vigorously carry out scientific research technical services and cooperation between schools and enterprises. The paper also analyzes the financing risk of each channel mentioned in the analysis of the diversified financing channels of ZZSF College, and gives the problems of risk avoidance when using the corresponding financing channels. This paper puts forward the plan of developing diversified financing channels suitable for ZZSF College, and puts forward some reasonable suggestions for effective implementation.
