高校建设工程项目造价管理研究

【摘要】：高校基本建设项目的造价控制，是高校基建管理工作中十分重要的工作，即如何在项目管理中确定与控制工程造价，有效地节约建设资金、提高投资效益，如何合理、高效地使用建设资金，避免损失和浪费，控制工程造价，降低项目运营成本，就成了高校当前工作的重要任务。对高等学校建设项目造价确定与控制的分析与研究显得十分重要。本文主要内容如下所示。第一，通过对国内外工程造价管理研究现状分析，阐述目前国内外有关工程造价管理的理论方法及其应用，发展现状及比较研究。第二，对当前建设工程造价管理现状进行了深入的分析。主要针对工程造价及高校建设工程项目造价的基本概念、构成及其含义等。最后对当前工程造价管理存在的现状进行深入讨论，并提出了对应的改进措施。第三，高校建设项目造价工程量清单计价模式与改革。比较了几种计价模式，，并且根据高校建设工程造价管理的特点，重点分析了清单计价模式的存在问题，并且针对高校建设工程项目提出具体的改进措施。第四，案例实证分析，以潍坊学院9号学生公寓工程为案例，从工程项目策划、设计、招标、实施等不同阶段造价控制角度进行实证分析，建立了各阶段的造价控制方法和体系。
[Abstract]:The cost control of university capital construction project is a very important work in the university capital construction management, that is, how to determine and control the project cost in the project management, effectively economize the construction fund, improve the investment benefit, and how to be reasonable. It is an important task for colleges and universities to use construction funds efficiently, avoid loss and waste, control project cost and reduce project operation cost. It is very important to analyze and study the cost determination and control of university construction project. The main contents of this paper are as follows. First, by analyzing the present situation of the research on project cost management at home and abroad, this paper expounds the theoretical method and application, development status and comparative study of the project cost management at home and abroad. Secondly, the present situation of construction cost management is deeply analyzed. This paper mainly aims at the basic concept, constitution and meaning of engineering cost and university construction project cost. Finally, the present situation of project cost management is discussed in depth, and the corresponding improvement measures are put forward. Third, the university construction project cost bill of quantities valuation model and reform. This paper compares several pricing modes, and according to the characteristics of construction project cost management in colleges and universities, analyzes emphatically the existing problems of the list valuation mode, and puts forward concrete improvement measures for the university construction project. Fourth, the case empirical analysis, taking Weifang University No. 9 student apartment project as a case, from the project planning, design, bidding, implementation and other stages of cost control perspective to carry out empirical analysis. The cost control method and system of each stage are established.
