我国大学学术委员会制度研究

【摘要】:大学是一个复杂的组织系统,外部受社会的政治、经济、文化、传统等因素的影响和制约,内部又存在政治权力、行政权力和学术权力的相互作用,是一个多元权力结构组织。我国大学现行的领导体制是党委领导下的校长负责制,在大学内部设立了以学术委员会为主体的多元学术管理体制。《高等教育法》第四十二条明文规定:高等学校设立学术委员会,在校长或副校长领导和主持下,对学校教育事业发展规划、科学研究工作和研究生培养工作中的重大问题提出建议,审查、鉴定科学研究成果,评议研究生的毕业论文、毕业设计,参与提升教授、副教授工作的审议,主持校内学术讨论会,组织参加国内和国际学术交流活动等。学术委员会作为行使学术权力、管理学术事务的机构,是学术权力最有效的表达方式。但是当大学真正建立并运行这一学术管理机构时,人们发现学术委员会不但组织上没有独立,依附于行政机构,而且根本没有权力决策学术事务,往往听命于行政安排,成为了行政部门的附属机构。 回首我国大学学术委员会历史演进的基本轨迹,可以清晰地界定出三个前后相续的发展阶段:教授会的实践、教授会的消失、学术委员会的建立。学术委员会的制度主要是章程,包括以章程为基础的各类管理制度和实施细则。为了了解当前大学学术委员会制度运行情况,从网络和各大学网站搜索了一些学术委员会章程,根据大学的层次、类型、区域,选取了其中21所大学学术委员会章程为样本,进行文本分析,对学术委员会的组织架构、人员构成、工作制度和组织职能等进行全方位的探究。并从中随机抽取了一所大学为个案,深入访谈学术委员会委员,了解学术委员会在操作层面的实际情况。调查发现我国大学学术委员会制度主要存在以下问题:一是组织关系错位;二是行政泛化严重;三是规章制度不健全;四是组织职能不完善。笔者提出完善学术委员会制度的几点建议:一、学术自由,呼唤大学精神;二、职责归位,规范组织关系;三、合理分权,完善组织机构;四、奠定基础,健全规章制度。
[Abstract]:The university is a complex organization system, which is influenced and restricted by social politics, economy, culture, tradition and so on. There is the interaction of political power, administrative power and academic power, and it is a pluralistic power structure organization. The current leadership system of universities in China is the president responsibility system under the leadership of the Party committee. A pluralistic academic management system with academic committees as the main body has been set up within the university. Article 42 of the higher Education Law explicitly states that academic committees shall be set up in institutions of higher learning under the leadership and supervision of the president or vice president. To put forward suggestions on major problems in the development of school education, scientific research and postgraduate training, to examine and appraise scientific research achievements, to comment on graduate papers, to design graduation projects, and to participate in promoting professors, Associate Professor of the work of the review, hosting academic seminars, organized to participate in domestic and international academic exchanges and so on. As an institution to exercise academic power and manage academic affairs, academic committee is the most effective expression of academic power. But when the university really set up and operated the academic management institution, people found that the academic committee was not only not independent in organization, but also attached to the administrative organization, and had no power to make decisions on academic affairs at all, and was often subject to administrative arrangements. It became a subsidiary of the executive branch. Looking back on the basic track of the historical evolution of the academic committees of universities in China, three successive stages of development can be clearly defined: the practice of professorships, the disappearance of professorships, and the establishment of academic committees. The system of academic committee is mainly articles of association, including various management systems and implementation rules based on articles of association. In order to understand the operation of the current university academic committee system, a number of academic committee statutes were searched from the network and various university websites. According to the level, type and region of the university, 21 of them were selected as a sample. Carry on the text analysis, to the academic committee organization structure, the personnel composition, the work system and the organization function and so on carries on the omni-directional exploration. A random university was selected as a case to interview members of academic committee in order to understand the actual situation of the academic committee at the operational level. The investigation found that there are the following problems in the university academic committee system in China: first, the misalignment of the organizational relationship; second, the serious generalization of the administration; third, the imperfect rules and regulations; and fourth, the imperfection of the organizational function. The author puts forward several suggestions to perfect the system of academic committee: first, academic freedom calls for the spirit of university; second, the duty is returned to regulate the organizational relationship; third, the rational division of power, perfect the organization; fourth, lay the foundation, perfect the rules and regulations.
