江苏省大学生就业政策研究

【摘要】: 现阶段,伴随着我国高等教育培养规模的迅猛发展,大学生就业中暴露出的问题越来越多,也越来越复杂。江苏作为教育大省,高等学校的数量和在校大学生人数均居全国首位,省内毕业生人数增量和总量庞大;同时,江苏还是经济大省,外省高校的江苏生源大多回省就业,外省生源毕业生大量涌入,再加上全球性经济危机对江苏省实体经济的直接影响冲击了就业市场,就业形势不容乐观。此外,江苏省大学生就业中还存在着结构性矛盾大、灵活就业率居高不下影响就业质量以及部分毕业生就业预期与市场差距较大等问题。 为了切实解决大学生就业当中的问题,缓解大学生的就业压力,确保经济社会的和谐、可持续发展,维护社会稳定,江苏省在国家的大学生就业政策框架上,出台了一系列促进大学生就业的政策,初步形成了江苏省大学生的就业政策体系。这些政策的推行一定程度上缓解了江苏省大学生的就业压力,解决了大学生就业中的一些突出问题,但是并没有能够达到预期效果,有些政策还未能真正落实,成为影响大学生就业的障碍。究其原因,主要在于:政策缺乏创新性,不能体现出地区特点;政策不够健全,可行性不强;政策调节水平低,影响政策作用的发挥;政策配套措施不完善;政策执行存在偏失;政策落实中高校的主导作用发挥不明显等等。 为了更好地发挥大学生就业政策的效用,本文对美国、英国、日本、瑞士等西方国家在促进大学生就业政策上的经验进行了归纳,并总结出国外经验对江苏省的启示。在此基础上,提出了完善江苏省大学生就业政策的几点建议,包括:加快建设符合江苏省地区特点的大学生就业政策体系;进一步完善大学生就业的地方性法规;提高特殊政策的可操作性和激励性;建设、完善覆盖全省的就业公共信息服务平台;进一步规范就业市场、优化就业环境;注重发挥高校的主导作用以及加快灵活就业毕业生的社会保障制度建设等等。
[Abstract]:At present, with the rapid development of higher education in China, more and more problems are exposed in the employment of college students. As a big province of education, Jiangsu ranks first in the number of colleges and universities and the number of college students in the country. The number of graduates in the province is increasing and the total amount is huge. At the same time, Jiangsu is also a big economic province, and most of the students of universities in other provinces have returned to work in the provinces. The influx of graduates from other provinces, coupled with the direct impact of the global economic crisis on the real economy of Jiangsu Province, has impacted the job market and the employment situation is not optimistic. In addition, there are still some problems in the employment of college students in Jiangsu Province, such as the large structural contradiction, the high flexible employment rate affecting the quality of employment and the large gap between the employment expectations of some graduates and the market. In order to effectively solve the problems in college students' employment, alleviate the employment pressure of college students, ensure economic and social harmony, sustainable development, and maintain social stability, Jiangsu Province is in the framework of the national employment policy for college students. Introduced a series of policies to promote the employment of college students, and initially formed the employment policy system of Jiangsu Province. The implementation of these policies to a certain extent alleviated the employment pressure of college students in Jiangsu Province, and solved some outstanding problems in the employment of college students, but they did not achieve the expected results, and some policies have not really been implemented. To become an obstacle to the employment of college students. The main reasons lie in: the lack of innovation of the policy, unable to reflect the regional characteristics; the lack of sound policy, the feasibility is not strong; the low level of policy regulation, affecting the role of policy, policy supporting measures are not perfect; There are some shortcomings in policy implementation; the leading role of colleges and universities in policy implementation is not obvious, and so on. In order to play a better role in the employment policy of college students, this paper sums up the experience of the United States, Britain, Japan, Switzerland and other western countries in promoting the employment policy of college students, and sums up the enlightenment of foreign experience to Jiangsu Province. On this basis, several suggestions are put forward to perfect the employment policy of college students in Jiangsu Province, including: speeding up the construction of the employment policy system for college students in accordance with the characteristics of Jiangsu Province, further improving the local laws and regulations on the employment of college students; To improve the maneuverability and encouragement of special policies, to construct and perfect the employment public information service platform covering the whole province, to further standardize the employment market and to optimize the employment environment; Pay attention to give play to the leading role of colleges and universities and accelerate the construction of flexible employment social security system for graduates and so on.
