呼伦贝尔市海拉尔区义务教育均衡发展的现状与问题对策

【摘要】:近年来,我国在普及义务教育方面取得了巨大成就,当义务教育普及到一定程度以后,义务教育的公平性和均衡性问题又显现出来,由于我国经济发展不平衡导致了义务教育在区域、城乡、校际等方面存在不均衡的现象。加快义务教育均衡发展,能够有效的解决教育不公平的问题,使受教育者享有平等的教育机会。呼伦贝尔市海拉尔区现已完成普及九年制义务教育,结合实际积极推进义务教育均衡发展,在一定程度上缓解了教育不公平所带来的问题。但是,城乡之间、校际之间义务教育发展不均衡的问题仍然很突出,教育不公平的现象依然存在。因此有必要对海拉尔区义务教育均衡发展做进一步的研究。开展此项研究有利于提高对义务教育均衡发展的认识,有利于丰富义务教育均衡发展的理论研究,有利于指导义务教育均衡发展的实践探索。 论文共分四个部分: 第一部分,引言。从国家和海拉尔区义务教育均衡发展的现实情况阐述了选题原因,并论述了研究的意义。 第二部分,基本概念界定。对义务教育、均衡发展和义务教育均衡发展的概念进行了界定。 第三部分,呼伦贝尔市海拉尔区义务教育均衡发展的现状分析。首先,介绍了海拉尔区义务教育的基本情况;其次,总结了“十一五”期间海拉尔区义务教育均衡发展取得的成绩;再次,分析了海拉尔区义务教育均衡发展存在的问题。 第四部分,,解决呼伦贝尔市海拉尔区义务教育均衡发展问题的对策。提出了以下解决措施:以理念为先导引领义务教育均衡发展;实施“12345”内涵发展战略,带动义务教育均衡发展;完善义务教育财政保障制度;推进义务教育标准化学校建设;加快义务教育信息化建设;实现义务教育师资均衡配置;加强学校管理,促进义务教育质量均衡;建立和完善义务教育均衡发展的督导和评估机制。
[Abstract]:In recent years, great achievements have been made in popularizing compulsory education in our country. When compulsory education is popularized to a certain extent, the problems of fairness and balance of compulsory education appear again. Due to the imbalance of economic development in China, compulsory education is unbalanced in regional, urban and rural areas and between schools. Accelerating the balanced development of compulsory education can effectively solve the problem of unfair education and enable the educatee to enjoy equal educational opportunities. Hulunbuir district has now completed the popularization of nine-year compulsory education and actively promoted the balanced development of compulsory education in combination with the actual situation, which to some extent alleviated the problems brought about by the unfairness of education. However, the uneven development of compulsory education between urban and rural areas and between schools is still prominent, and the phenomenon of education inequality still exists. Therefore, it is necessary to make a further study on the balanced development of compulsory education in Hailar district. This research is helpful to improve the understanding of the balanced development of compulsory education, enrich the theoretical research of the balanced development of compulsory education, and guide the practice of the balanced development of compulsory education. The thesis is divided into four parts: The first part, introduction. From the realistic situation of balanced development of compulsory education in the country and Hailar district, this paper expounds the reasons of choosing the topic and discusses the significance of the research. The second part, the definition of basic concept. The concept of compulsory education, balanced development and compulsory education balanced development is defined. The third part analyzes the balanced development of compulsory education in Hulunbeir. First of all, introduced the basic situation of compulsory education in Hailar; secondly, summarized the achievements of balanced development of compulsory education in the 11th Five-Year Plan; thirdly, analyzed the problems of balanced development of compulsory education in Hailar. The fourth part, the countermeasures to solve the problem of balanced development of compulsory education in Hulunbeir district. This paper puts forward the following measures: guiding the balanced development of compulsory education with idea as the guide; implementing the strategy of "12345" connotation development to promote the balanced development of compulsory education; perfecting the financial guarantee system of compulsory education; promoting the construction of standardized school for compulsory education; Accelerate the construction of compulsory education information; realize the balanced allocation of compulsory education teachers; strengthen school management to promote the quality balance of compulsory education; establish and improve the supervision and evaluation mechanism of the balanced development of compulsory education.
