【摘要】：改革开放以来,我国学校体育工作进入了一个新的发展阶段,取得了很大的进步,然而学校体育工作的开展和实施却并不尽人意,其薄弱的一个重要原因就是评价体系不健全,内生的动力不足,在教育部等部门联合颁布了《关于进一步加强学校体育工作的若干意见》中也提出了要建立实施学校体育评价制度,因此,结合江苏省小学学校体育工作的要求,构建一个科学、合理,符合江苏省小学学校体育工作现实情况的评价指标体系具有重要的理论意义和现实意义。本研究主要采用文献资料法、德尔菲法、层次分析法,以“物理—事理—人理”系统方法论为指导思想,通过查阅学校体育工作评价相关文献资料的基础上,结合江苏省学校体育工作开展要求,初步构建了小学学校体育工作评价指标体系预选指标,采用德尔菲法经过两轮专家调查对初选指标进行筛选确立WSR系统方法论下的小学学校体育工作评价指标体系,运用层次分析法确定了小学学校体育工作一级、二级、三级指标的权重值。研究结果：1、构建以物理—事理—人理为一级指标的小学学校体育评价指标体系,包括体育设施、经费投入、文件计划、师资队伍、组织机构、文件计划、体育活动、课堂教学、课程设置、宣传教育、体质健康、认识水平、监控管理、教师科研等13个二级指标和51个三级指标的评价指标体系。2、制定出易于操作性的“小学学校体育工作标准量表”,以利对小学学校体育工作进行客观、公正、科学的评价,并通过定量和定性分析评价,以利于促进小学学校体育工作的提高。
[Abstract]:Since the reform and opening up, the school sports work in our country has entered a new stage of development and has made great progress. However, the development and implementation of school sports work is not satisfactory, one of the important reasons for its weakness is that the evaluation system is not perfect. Lack of endogenous motivation, in the Ministry of Education and other departments jointly promulgated a number of opinions on further strengthening school physical education work, also proposed to establish the implementation of school sports evaluation system, therefore, According to the requirements of physical education in primary schools in Jiangsu Province, we should build a scientific and reasonable one. It is of great theoretical and practical significance to evaluate the index system in accordance with the reality of physical education in primary schools in Jiangsu Province. This study mainly adopts the literature method, Delphi method, analytic hierarchy process (AHP). Based on the systematic methodology of "physics, principle and human science", and on the basis of consulting the relevant literature on the evaluation of school physical education work, and combining with the requirements of school physical education work in Jiangsu Province, The primary school physical education evaluation index system was preliminarily constructed, and the primary school physical education work evaluation index system under the methodology of WSR system was established by using Delphi method through two rounds of expert investigation to screen the primary school physical education work evaluation index system. The weight value of primary school physical education work first, second and third grade indexes is determined by AHP. The research result is: 1. The primary school physical education evaluation index system, including sports facilities, is constructed, which takes physics, principle and human principle as the first class index. Fund input, document plan, teaching staff, organization, document plan, physical activity, classroom teaching, curriculum setting, propaganda education, physical health, understanding level, monitoring and management, The evaluation index system of 13 secondary indexes and 51 third-level indexes, such as teachers' scientific research, has been worked out to make the "Standard scale of Primary School physical Education work", which is easy to operate, in order to make an objective, fair and scientific evaluation of primary school physical education work. And through quantitative and qualitative analysis and evaluation, in order to promote the improvement of primary school physical education.
