本溪市小学教师专业自主权现状及提升策略

【摘要】:小学教师专业自主权是小学教师依照专业知能在进行专业活动时所享有受尊重并且不受外界不合理干涉的权力或影响力,内涵主要体现在三个方面:教育活动、课堂教学以及学校管理三个层面。在强调教师专业发展时,国际上普遍认同“增权赋能”,随后这一理念在国内受到广泛关注。小学教师专业发展的内在诉求使教师在进行专业活动时能够拥有专业自主权的希望更为迫切。在专业领域内的行为自由需要拥有教师专业自主权,而小学教师专业自主权作为基础教育成功关键更为重要。社会主义市场经济对人才的多元化要求和小学教师自身专业发展特点使得教师拥有专业自主权成为必然。小学教师专业自主权以民主为根本,学校的管理方式、评价方式、社会整体对教师职业的态度等多重因素对教师专业发展均有诸多约束,使得小学教师普遍缺乏专业自主权。因此,本文以本溪市小学为例,提出相应解决方法,如下放行政主管部门权力、整合评价体系、建立融洽的校园文化、改善学校与社会沟通对教师专业自主权的发展更为有利。小学教师专业自主权的实现需要教师自身知识与能力的提升来增强自主性、民主的管理方式与分散的教育管理权、以及成熟的教师专业组织来扩展教师自由度,只有这样才能在“自由”与“平等”间达到平衡。
[Abstract]:The professional autonomy of primary school teachers is the right or influence that primary school teachers can enjoy in carrying out professional activities according to their professional knowledge, which is respected and free from unreasonable interference from the outside world. The connotation is mainly embodied in three aspects: educational activities. Classroom teaching and school management are three levels. In emphasizing the professional development of teachers, the concept of empowerment has been widely accepted in the world. The inherent demand of primary school teachers' professional development makes it more urgent for teachers to have professional autonomy in their professional activities. The professional autonomy of primary school teachers is the key to the success of basic education. The pluralistic requirement of the socialist market economy and the characteristics of primary school teachers' professional development make it necessary for teachers to have professional autonomy. The professional autonomy of primary school teachers is based on democracy, and many factors, such as school management, evaluation, and the attitude of the whole society towards the profession of teachers, have many constraints on teachers' professional development, which makes primary school teachers generally lack professional autonomy. Therefore, taking Benxi primary school as an example, this paper puts forward the corresponding solutions, as follows: to release the authority of the administrative department, to integrate the evaluation system, to establish a harmonious campus culture, and to improve the communication between the school and the society is more beneficial to the development of teachers' professional autonomy. The realization of professional autonomy of primary school teachers requires the improvement of teachers' own knowledge and ability to enhance autonomy, democratic management and decentralized educational management, and mature teachers' professional organizations to expand teachers' freedom. Only in this way can we strike a balance between freedom and equality.
