教育公平关键在教育软实力均衡

【摘要】:2015年4月1日至2日,由中国教育三十人论坛与教育公平协同创新中心、华东师范大学国家教育宏观政策研究院联合主办的"十三五"期间大力促进教育公平高峰论坛在上海举行。多位重磅嘉宾和资深专家相聚华东师大,论剑丽娃河畔,聚焦"如何更好地配置公共教育资源,加快缩小区域、城乡、校际差距;如何更好地倾斜支持困难人群,保障残障儿童、农民工随迁子女、家庭经济困难学生享受同等教育权益;如何平等对待、个性化对待所有学生,保障每个学生的学习权益和个性化发展;如何改善外部制度环境,保障在资源有限的情况下竞争机会公平;国际上促进教育公平的历史经验和不同模式给我们的启示"等五大领域的议题,发表主题演讲,以更多元的视角、更独到的眼光、更专业的解读,分析当前促进教育公平的主要症结、关键因子和有效路径,进而为国家和地方教育决策提供借鉴。鉴于本次论坛主题及内容的重大意义,尽管论坛的相关报道和专家视点已相继由电子媒体率先发布,几位专家的发言也已散见于兄弟报刊,本刊编辑部仍决定集中刊发与会专家的精彩观点,依发言先后顺序,全景呈现1本次论坛的过程及主题内容,以飨广大读者。
[Abstract]:From April 1st 2015 to 2nd, China Education 30 Forum and Educational Equity Cooperation and Innovation Center. The National Institute of Education Macro-Policy of East China normal University jointly sponsored the "Thirteenth Five-Year Plan" Summit Forum on promoting Educational Equity held in Shanghai. Many important guests and senior experts gathered at Huadong normal University. On the banks of Jianliwa River, focusing on "how to better allocate public educational resources and accelerate the reduction of regional, urban and rural, inter-school gap;" How to better tilt to support the difficult people, to protect the disabled children, migrant workers with their children, families with financial difficulties students enjoy the same educational rights and interests; How to treat all students equally and individualize to ensure the learning rights and interests of each student and the individualized development; How to improve the external institutional environment and ensure the fair opportunity of competition under the condition of limited resources; The international historical experience of promoting education equity and the enlightenment of different models to us, and other topics in five major fields, such as keynote speeches, with more diverse perspectives, more unique vision, more professional interpretation. This paper analyzes the main sticking points, key factors and effective paths of promoting education equity, and then provides reference for national and local educational decision-making. In view of the great significance of the theme and content of this forum. Although the relevant reports and expert viewpoints of the forum have been first published by the electronic media one after another, and the speeches of several experts have also been scattered in the brotherly newspapers and periodicals, the editorial department of this journal has decided to concentrate on publishing the brilliant views of the experts attending the meeting. According to the order of speeches, panoramic presentation of this forum process and theme content, in order to provide dinner to the majority of readers.
