土左旗义务教育阶段教育公平现状及对策

【摘要】:教育公平问题有着悠久的历史,早在2000多年前,孔子就提出“有教无类”的教育公平思想。20世纪60年代以来,教育公平问题成为国际教育改革领域的重要论题。教育公平是社会公平价值在教育领域的延伸和体现,追求教育公平是人类社会古老的理念。在东西方教育史上,有很多学者对此做了思考及论述,并对当今教育科学的发展有着至关重要的意义。当前,我国社会的改革开放事业正在向纵深发展,并且取得了巨大的历史性成就,充分显示了社会主义制度的优越性。然而,由于种种复杂的自然、历史和社会原因,在整个社会蓬勃发展的同时,人们也看到,社会收入差距以及由此产生的其他社会差距也日益显现出来并有进一步扩大的趋势。实现和扩大教育公平,是缩小社会差别、促进共同发展、构建社会主义和谐社会的有效途径。2006年9月1日起,我国开始在全国范围实施免费的义务教育制度,为有效促进教育公平提供了制度性保障。然而,由于自然、历史等原因,教育不公平问题依然十分严峻。 土左旗是我国西部地区的一个旗县,近年来,在落实国家有关教育公平政策的同时,结合本地实际,与时俱进,务求实效,在促进义务教育阶段教育公平方面取得了一定成绩。截至“十一五”期末,全旗小学入学率为100%,升学率为100%,初中阶段毛入学率为100%,巩固率为98.9%,适龄儿童入学率和辍学率明显下降。但是,土左旗在义务教育阶段仍然存在诸多不公平问题,笔者试从学生接受教育的2个阶段——教育起点、教育过程来研究土左旗义务教育阶段存在的教育不公平问题。笔者从已有的教育公平理论研究成果出发,借鉴其他学者、老师的研究成果,根据土左旗的实际,通过调查、访谈、、对比、统计归纳,将土左旗在义务教育阶段的教育公平现状及存在问题进行了整理,针对存在问题找出原因,并大胆提出了自己的对策。 土左旗义务教育阶段教育不公平问题的成因主要有观念、体制、投入、学校布局、教育工作者素质和不同阶层的收入差距六大因素造成。因此,笔者从对教育公平的认识,加大农村教育投入,提高师资整体水平,改革现行不合理评价机制、教育投入机制,到学校布局调整,缩小贫富差距、关注弱势六个方面提出土左旗义务教育阶段教育不公平的解决对策。试图抛砖引玉,促进土左旗义务教育阶段教育公平。
[Abstract]:The issue of educational fairness has a long history. As early as 2000 years ago, Confucius put forward the idea of "education without education". Since the 1960s, the issue of educational fairness has become an important topic in the field of international education reform. Educational fairness is the extension and embodiment of social fair value in the field of education, and the pursuit of educational fairness is an ancient concept of human society. In the history of education in East and West, many scholars have thought and discussed it, which is of great significance to the development of educational science. At present, the cause of reform and opening to the outside world in our country is developing in depth, and has made great historical achievements, which fully shows the superiority of socialist system. However, due to various complicated natural, historical and social reasons, while the whole society is booming, people also see that the social income gap and other social disparities arising therefrom are increasingly emerging and have a trend of further expansion. The realization and expansion of education equity is an effective way to narrow social differences, promote common development and build a harmonious socialist society. From September 1, 2006, China began to implement the free compulsory education system nationwide. It provides institutional guarantee for promoting education equity effectively. However, due to natural, historical and other reasons, education inequality is still very serious. Tuzuo Banner is a flag county in the western region of China. In recent years, it has made some achievements in promoting the education fairness in the compulsory education stage while carrying out the national educational fair policy, combining with the local reality, keeping pace with the times and seeking practical results. By the end of the Eleventh Five-Year Plan, the primary school enrolment rate in the whole flag was 100, the transition rate was 100, the gross enrolment rate in junior middle school was 100, the consolidation rate was 98.9, and the school enrolment rate and drop-out rate of school-age children decreased significantly. However, there are still many unfair problems in the compulsory education stage of Tuzuo Banner. The author tries to study the educational unfairness in the compulsory education stage of Tuzuo Banner from the two stages of the students' receiving education-the starting point of education and the educational process. The author proceeds from the existing research results of educational fairness theory, draws lessons from the research results of other scholars and teachers, according to the actual situation of Tuzuo Banner, through investigation, interview, comparison, statistical induction, This paper collates the present situation and existing problems of Tuzuo Banner's education fairness in the stage of compulsory education, finds out the reasons for the existing problems, and boldly puts forward its own countermeasures. The main causes of the inequity in compulsory education in Tuzuo Banner are the following six factors: concept, system, investment, school layout, quality of educators and income gap of different classes. Therefore, the author from the understanding of education fairness, increase rural education investment, improve the overall level of teachers, reform the current unreasonable evaluation mechanism, education investment mechanism, to school layout adjustment, reduce the gap between rich and poor, Pay attention to the vulnerable six aspects and put forward the solution to the unfair education in the compulsory education stage of Tuzuo Banner. Try to throw a brick to attract jade, promote the education fairness of compulsory education stage of Tuzuo Banner.
