从“镇为主”到“县为主”:农村学前教育管理体制的变革——基于对A县学前教育发展状况的调查

【摘要】：当前,我国农村学前教育所实行的以"镇为主"的管理体制已经制约了农村学前教育的发展,是导致农村学前教育经费投入得不到有效保障以及县域内学前教育发展不均衡等问题的主要原因。依据事权和财权相统一的财政管理原则以及我国农村学前教育的发展实际,整体上推行以"县为主"的农村学前教育管理体制具有现实合理性和可能性。
[Abstract]:At present, the "town oriented" management system of pre-school education in rural areas has restricted the development of pre-school education in rural areas. It is the main reason that leads to the problems of the rural preschool education investment can not be effectively guaranteed and the development of preschool education in the county is not balanced. According to the principle of financial management of the unity of power and financial power and the actual development of pre-school education in rural areas in our country, It is reasonable and possible to carry out the rural preschool education management system based on county as a whole.
