河南省考研培训项目风险评估及控制对策

【摘要】：河南省是一个人力资源大省,但却也是一个教育、经济均比较落后的省份。随着知识型、学习型和信息爆炸型社会的到来,教育培训越来越受到人们的重视。培训业迅速发展成为一个炙手可热的市场。培训市场是一个新兴的、庞大的、十分有潜力的市场。然而,由于培训市场目前还处在迅速发展阶段,与那些已经成熟的行业相比,培训行业存在着大量的问题,尤其是考研培训项目存在着市场不规范、企业管理混乱、政府监管不到位等的风险问题。培训企业如何有效地规避该培训项目的运作风险显得尤为重要。本文以项目风险管理为理论依据,借鉴国内外项目风险管理的成功实践,在分析河南省培训行业背景的基础上,系统地研究了河南省考研培训项目风险评估体系及方法。首先考察了河南省培训市场的状况,以考研培训市场为主要研究对象,揭示了考研培训项目中的风险问题。通过河南省考研培训项目的风险因素分析,将考研培训项目风险因素归结为环境风险、市场风险和经营风险三大类。通过对这三类风险因素的分析,建立了河南省考研培训项目风险评估指标层级结构。利用专家评判和层次分析方法,通过两两比较确定了各个层级之间的权重,提供了河南省考研培训项目风险评估方法。进而,以HC考研项目为背景,对河南省考研培训项目风险评估方法进行实证分析。提出了河南省考研培训项目风险控制策略。本文的研究特色与创新之处主要表现在：①系统地探讨了河南省考研培训项目的市场及风险问题；②将考研培训项目风险因素归结为环境风险、市场风险和经营风险,建立了河南省考研培训项目风险评估指标体系。③提供了河南省考研培训项目风险评估方法及防范对策。本文的研究不仅为培训企业评估和规避项目运作风险提供了评价方法和实施策略,而且为政府规范培训行业和实施监管提供了操作依据和有效途径。
[Abstract]:Henan Province is a large province of human resources, but it is also a province of education and backward economy. With the arrival of knowledge, learning and information explosion society, people pay more and more attention to education and training. The training industry has developed rapidly into a hot market. The training market is a new, huge, and potential market. However, as the training market is still in a rapid development stage, compared with those already mature industries, there are a lot of problems in the training industry, especially in the non-standard market of postgraduate training projects, and the confusion of enterprise management. The risk of government supervision is not in place. How to effectively avoid the operational risks of the training project is particularly important. Based on the theoretical basis of project risk management and the successful practice of project risk management at home and abroad, this paper systematically studies the risk assessment system and methods of the postgraduate training project in Henan Province on the basis of analyzing the background of training industry in Henan Province. Firstly, the situation of training market in Henan Province is investigated, and the risk problem in the postgraduate training project is revealed by taking the postgraduate training market as the main research object. By analyzing the risk factors of the postgraduate training project in Henan Province, the risk factors of the postgraduate training project are divided into three categories: environmental risk, market risk and management risk. Based on the analysis of these three kinds of risk factors, the hierarchical structure of risk assessment index of Henan Province postgraduate training project is established. By means of expert evaluation and analytic hierarchy process (AHP), the weight of each level is determined by comparison, and the risk assessment method of Henan Province postgraduate training project is provided. Then, based on the background of HC postgraduate examination project, the risk assessment method of Henan Province postgraduate training project is analyzed empirically. This paper puts forward the risk control strategy of the postgraduate training project in Henan province. The research features and innovations of this paper are mainly reflected in the systematic discussion of the market and risk of the postgraduate training project in Henan Province. 2. The risk factors of the postgraduate training project in Henan Province are reduced to environmental risk, market risk and management risk. The risk evaluation index system of the postgraduate training project in Henan Province is established. 3. The risk assessment method and preventive measures are provided for the postgraduate training project in Henan Province. The research in this paper not only provides evaluation methods and implementation strategies for training enterprises to evaluate and avoid project operational risks, but also provides operational basis and effective ways for the government to standardize the training industry and implement supervision.
