【摘要】:改革开放以来,随着工业化、信息化、城镇化、市场化、国际化深入发展,原本相对闭塞的农村地区也无法避免的经历着深刻变化。然而,因为发展基础、发展战略布局等因素的影响,国内广大农村地区的经济和社会发展远远的落在了城镇地区的后面,甚至出现了严重的两极分化局面,国内的经济发展和社会的进步由此受到了极大的影响,这一问题甚至逐渐成为了国内经济和社会发展的瓶颈。为解决这一问题,社会各界基于各自不同的学科背景提出了诸多解决方案。 城乡统筹是解决城乡两极分化局面的重要解决途径。在城乡统筹背景下,挖掘农业自身潜力与工业反哺农业结合起来,把扩大农村就业与引导农村富余劳动力有序转移结合起来,把建设社会主义新农村与稳步推进城镇化结合起来,加快建立健全以工促农、以城带乡的政策体系和体制机制,以形成城乡良性互动的发展格局。本论文结合城乡统筹背景下国内“三农问题”产生的根本原因进行深入分析,在此基础上提出,农村要发展、农业要进步,除了在经济发展方面给予支持之外,更为重要的基础应该是扎根于农村地区的人才的培养。在以上研究思路的指导下,本论文遵循问题导向原则,选择衡阳地区为研究案例,以该地区农村职业教育发展存在的问题为出发点,并在此基础上深挖该地区农村职业教育产生上述问题的原因,最终,通过借鉴国内外农村职业教育发展先进经验,提出了农村职业教育发展的路径选择和政策建议。 本论文的具体研究内容如下: 其一、在理论层面对国内外农业职业教育发展相关文献进行评述,通过分析近年来“农业、农村和农民”问题带来的农业职业教育具体需求,并基于城乡统筹发展思想建立了研究农业职业教育发展的思路和方法; 其二、结合分析城乡统筹发展战略,对中国国内农村职业教育进行了定位和思考,并对城乡统筹背景下农村职业教育相关理论进行了总结; 其三、论文选择衡阳地区作为案例研究地区,总结了本地区农村职业教育发展情况,分析了农业职业教育发展的现实问题,并对问题的成因给出了原因分析; 其四、在综合理论探讨、研究案例实际分析和国际经验的总结的基础上,提出:统筹各职能部门,构建高效的农村职业教育管理机制;切实转变观念,提高对农村职业教育的认识;基于农村发展现实需要,综合规划农村职业教育发展框架:结合农村需要,构建符合现实需要的农村职业教育布局;构建以国家行政拨款为基础,多方筹集的资金支持体系;推进农村职业教育的专业建设创新,引导农村职业教育发展方向;通过各种途径巩固职业学校招生规模;加强教师队伍规划和制度建设,创建一流的职业教育教师队伍;借助城市优质教育资源,实施城乡职业教育联合战略等九大措施以保证农业职业教育发展体系有效运行。
[Abstract]:Since the reform and opening up, with the development of industrialization, informatization, urbanization, marketization and internationalization development, the relatively isolated rural areas can not be avoided undergoing profound changes. However, because the foundation of development, development strategy layout and other factors, the majority of domestic economic and social development of rural areas is far behind the town the area, even a serious situation of polarization, economic development and social progress has been greatly affected, and this problem is becoming a bottleneck in domestic economic and social development. In order to solve this problem, the community based on different disciplinary backgrounds put forward many solutions.
Urban and rural areas is an important way to solve the situation of urban-rural polarization. In the context of urban and rural areas, agriculture and mining the potential of industry nurturing agriculture combine to expand rural employment and to guide the orderly transfer of rural surplus labor force combined with the construction of new socialist countryside and steadily promote urbanization combined to accelerate the establishment of a sound industry promoting agriculture. The policy system and institutional mechanisms to bring the city's rural, urban and rural development pattern to form a benign interaction. This paper combines the urban and rural areas under the background of the "three rural issues" of the root causes of in-depth analysis, on this basis, rural development, agriculture progress, in addition to give support in terms of economic development, more as an important foundation should be rooted in the rural areas talents. Under the guidance of research thinking above, this paper follow the guiding principles of the problem, Hengyang area as a case study, the existing rural occupation education development in the region as the starting point, the reason, and then the rural occupation education on the basis of the above-mentioned problems in ferreting out the final, through drawing lessons from the advanced experience of the development of domestic and international rural occupation education, put forward path selection and policy suggestion for the development of rural occupation education.
The specific research contents of this paper are as follows:
First, in the face of domestic and foreign agricultural occupation education development related literature review in the theory, through the analysis of "agriculture in recent years, the specific needs of agricultural occupation education problems in rural areas and farmers", and urban and rural development based on the ideas and methods of research and development of agricultural occupation education;
Secondly, combined with the analysis of urban and rural overall development strategy, the orientation and thinking of rural vocational education in China were carried out, and the relevant theories of rural vocational education under the background of urban-rural integration were summarized.
Thirdly, the paper chooses Hengyang as a case study area, summarizes the development of rural vocational education in the region, analyzes the realistic problems of the development of agricultural vocational education, and gives the cause analysis of the causes of the problem.
Fourth, explore the comprehensive theory, put forward a case study of practical analysis and international experiences on the basis of the overall construction of various functional departments, management mechanism of rural occupation education with high efficiency; to change the idea, to improve the understanding of rural occupation education; the practical needs of rural development based on the comprehensive planning of rural occupation education development framework: the combination of rural areas to construct the layout of rural occupation education reality need; to construct national administrative funds as the basis, to raise funds to support system; promote the professional construction of the innovation of rural occupation education, guide the development direction of rural occupation education; through a variety of ways to consolidate the enrollment scale of school teachers occupation; to strengthen the planning and construction of the system, to create first-class occupation with the help of city education teachers; quality education resources, the implementation of urban and rural occupation education combined with nine strategic measures In order to ensure the effective operation of the agricultural vocational education development system.
