基于新公共管理理论对示范性高职院校管理体制改革的研究

【摘要】：高等职业教育在最近的十几年时间里得以迅速发展,已经占据高等教育的半壁江山。自2006年开始,国家逐步推行示范性高等职业院校建设,只有保证教育质量,才能保证示范院校在激烈的竞争中真正起到示范引领作用。示范性高职院校要提高办学水平,就必须从教育管理体制与运行机制加以改革和创新。创新高职院校的管理体制与运行机制,对于理顺政府、学校和社会的关系,提高学校的办学水平和办学质量,满足人们对高职院校的需要,都具有重大的意义。基于高等职业教育产品既不属于“公共产品”,也不属于“私人产品”,而是介于这两者间的“准公共产品”这样一个实际,并以此作为研究的切入点。试图用这一新视角对高职教育管理体制和运行机制存在的问题,提出一些解决的思路和途径,以便对实践有所启示和借鉴。首先,本文从寻求解决问题的理论工具出发,通过对新公共管理理论的发展、研究、梳理和比较,找到其创新或相适应之处。我们认为新公共管理理论追求公共服务“卓越绩效”的核心价值观,符合我国高职院校内部追求管理效率最优化的要求。其次,本文以我区示范性高职院校为案例,结合我国和我区高职院校发展的现状,全面分析和归纳了我国我区高等职业教育发展在管理体制、运行机制,以及高职教育发展中存在的普遍性和特殊性问题,并从多角度分析了问题产生的原因。最后,针对高职教育存在的问题,通过借鉴新公共管理所倡导的管理模式,结合案例实际,提出了自己相应的对策和建议：即从进一步明确转变政府职能,加强宏观管理；扩大高校办学自主权,增强学校的活力；重视公众参与、社会参与办学；促进高校与企业合作；完善竞争机制、激励评价机制,以“顾客”为导向等方面,提出了改进高等职业教育管理体制的建议。
[Abstract]:Higher vocational education has developed rapidly in the last ten years, and has occupied half of higher education. Since 2006, the country has gradually implemented the construction of exemplary higher vocational colleges. Only by ensuring the quality of education can we ensure that the demonstration colleges can really play a leading role in the fierce competition. The exemplary higher vocational colleges should improve the level of running a school. Therefore, it is necessary to reform and innovate the educational management system and operation mechanism, and innovate the management system and operation mechanism of higher vocational colleges, which will straighten out the relationship among government, school and society. It is of great significance to improve the level and quality of running schools and to meet the needs of higher vocational colleges. Based on the fact that higher vocational education products are neither "public goods" nor "private products", they are "quasi-public goods" between the two. This paper tries to use this new angle of view to put forward some solutions to the problems existing in the management system and operation mechanism of higher vocational education, so as to enlighten and draw lessons from the practice. First of all, this paper starts from the theoretical tools to solve the problem, through the development, research, combing and comparison of the new public management theory. We think that the new public management theory pursues the core values of "outstanding performance" of public service, which is in line with the requirement of pursuing the optimization of management efficiency within higher vocational colleges in our country. Secondly, this paper takes the example of our region's exemplary higher vocational colleges as a case, combined with the current situation of our country and our region's higher vocational colleges, and comprehensively analyzes and summarizes the management system and operational mechanism of our region's higher vocational education development. And the problems of universality and particularity in the development of higher vocational education are analyzed from various angles. Finally, in view of the existing problems of higher vocational education, through learning from the management model advocated by the new public management, combined with the actual case, put forward their own corresponding countermeasures and suggestions: from further clear transformation of government functions. Strengthening macro management; Enlarging the autonomy of running a university and strengthening the vitality of the university; Attach importance to public participation and social participation in running schools; Promoting cooperation between universities and enterprises; The paper puts forward some suggestions on how to improve the management system of higher vocational education in the aspects of perfecting competition mechanism, encouraging and evaluating mechanism and taking "customer" as the guide.
