现代职业教育供给侧结构性改革现实之需及制度设计

【摘要】：为了更好地解决当前经济发展新常态存在的"产能过剩""经济下行"等突出矛盾,职业教育必须主动勇挑重担,从"供给侧"进行改革。目前,我国职业教育存在资源城乡分配不均衡、投入结构失衡、职业院校内部发展要素不均衡等结构性矛盾,经济社会产业结构转型升级、新型城镇化纵深发展、区域社会精准扶贫、高质量教育追求和人的全面发展、计划生育政策调整等对职业教育供给侧结构性改革也提出了现实需求。基于此,以职业教育相关方为切入点,提出从专业设置、实训基地建设、服务能力提升等方面进行改革,针对现代学徒制、内部质量保证体系、现代职业教育体系、信息化等设计合理的制度和政策,实现现代职业教育供给侧结构性改革的效率和质量不断提升,为国家经济社会转型升级提供支持。
[Abstract]:In order to better solve the problems of "overcapacity" and "economic downturn" existing in the new normal of economic development, vocational education must take the initiative to shoulder the heavy burden and carry out the reform from the "supply side". At present, there are structural contradictions in China's vocational education, such as unbalanced distribution of resources between urban and rural areas, imbalance of input structure, imbalance of internal development elements of vocational colleges, transformation and upgrading of economic and social industrial structure, deep development of new urbanization, etc. Regional social precision poverty alleviation, the pursuit of high quality education and overall development of human beings, and the adjustment of family planning policy also put forward the realistic demand for the supply-side structural reform of vocational education. Based on this, taking the relevant parties of vocational education as the starting point, this paper puts forward the reform from the aspects of specialty setting, construction of practical training base, promotion of service ability and so on, aiming at modern apprenticeship system, internal quality assurance system, modern vocational education system, etc. The informationization design reasonable system and the policy, realizes the modern vocational education supply-side structural reform the efficiency and the quality unceasingly enhances, provides the support for the national economic society transformation and upgrading.
