武汉城市圈中等职业教育联盟式办学研究

【摘要】:武汉城市圈,除了包括中心城市武汉外,还囊括周边一百千米范围内的黄石、天门、潜江、孝感、仙桃、鄂州、黄冈、咸宁等8个城市。所构成的8+1的城市区域经济联合体,是湖北省产业和生产要素最密集、最具活力的地区,,是湖北省经济发展的核心区域。在这样一个涵盖众多城市,面积广泛,人口密集的区域内,为了均衡城市间的发展,提高生活水平和人民素质,需要大力改革和发展作为其智力保障的中等职业教育。随着中部崛起战略的实施,武汉城市圈内乃至整个湖北省的经济和产业都发生了翻天覆地的变化,经济产业结构进入了快速调整时期。新型工业化的发展和新产业集群的形成,对武汉城市圈中等职业教育提出了新挑战。为了建立资源节约型和环境友好型的两型社会,武汉城市圈内的经济与工业要实现集约式发展、城乡统筹发展,以及人地协调地和谐发展,要走出一条绿色环保,生态持久的可持续发展路子。这样也对武汉城市圈中等职业教育提出了新的要求。 本文在中等职业教育协作体制上,尝试提出了在武汉城市圈内由政府部门携手职业院校和各行业内企业,共同构建一个资源共享、协同培养人才的中等职业教育联盟。在联盟内联合政府,以及相关部门、教育部门、各地区中等职业院校、各行业、企业、工厂多方力量,携手共同发展武汉城市圈的中等职业教育,实现资源共享,使中等职业教育在各地区的统筹管理,统筹规划发展。 本文在中等职业教育办学形式上,尝试提出了首先通过“校校”间的合作,整合县市省各级学校的教育资源,然后通过“校企”间的合作,由产业指导教学,实现专业知识同实际操作接轨,最后通过“校校、校企”之间的协作,实现文化专业课的基础知识的培训、专业技能的培训、企业顶岗实操的培训三阶段的有机结合。将政府、地方、学校、企业的资源进行整合,各取所长,分阶段的针对性教学。 本文从现象分析到经验总结,然后到理论概述,最后到对策建议。此过程,在收集国内外各种相关的理论资料、学术研究、实践经验的基础上,首先宏观把握武汉城市圈内中等职业教育的发展现状,主要从学校的规模布局、师资力量、资源投入三方面的数据进行分析。然后再找出发展中所突出的中等职业教育恶性竞争加剧、资源共享障碍、不均衡的发展、不均衡的建设分布、办学模式单一、校企合作有限,就业质量不高等突出问题。并针对问题分析归纳出三点原因,即武汉城市圈中等职业教育缺乏有效的办学体制,缺乏统筹的办学管理,缺乏科学的办学形式。最后针对问题的原因提出构建武汉城市圈中等职业教育的联盟办学体制、统筹武汉城市圈中等职业教育的联盟办学管理、创建武汉城市圈中等职业教育联盟办学形式的对策建议。
[Abstract]:Wuhan City Circle, in addition to the central city of Wuhan, also includes the surrounding 100 km of Yellowstone, Tianmen, Qianjiang, Xiaogan, Xiantao, Ezhou, Huanggang, Xianning and other 8 cities. The 8. 1% urban regional economic union is the most intensive and dynamic region of Hubei province, which is the core area of economic development of Hubei province. In such a region which covers many cities, has a wide area and is densely populated, in order to balance the development of cities and improve the living standards and people's quality, it is necessary to reform and develop the secondary vocational education as its intellectual security. With the implementation of the strategy of the rise of central China, the economy and industry in Wuhan city circle and the whole Hubei Province have undergone earth-shaking changes, and the economic industrial structure has entered a period of rapid adjustment. The development of the new industrialization and the formation of the new industrial cluster have posed a new challenge to the secondary vocational education in Wuhan City Circle. In order to build a resource-conserving and environment-friendly society, the economy and industry in Wuhan's urban circle should achieve intensive development, urban and rural development as a whole, and harmonious development between people and land. Ecological sustainable development path. This also put forward new request to Wuhan city circle secondary vocational education. In this paper, in the cooperation system of secondary vocational education, we try to put forward a secondary vocational education alliance in Wuhan city circle, in which government departments join hands with vocational colleges and enterprises in various industries to share resources and train talents in cooperation. In the coalition government, as well as relevant departments, education departments, secondary vocational colleges, industries, enterprises and factories in various regions, working hand in hand to develop secondary vocational education in Wuhan City Circle, and realize the sharing of resources, Secondary vocational education in the overall management of regional planning and development. In the form of secondary vocational education, this paper attempts to integrate the educational resources of the schools at all levels of the county and city through the cooperation between the schools, and then through the cooperation between the "schools and enterprises" to guide the teaching by industry. Finally, through the cooperation between "school, school and enterprise", we can realize the organic combination of the basic knowledge training, the professional skill training and the training of the enterprise. This article from the phenomenon analysis to the experience summary, then to the theory summary, finally to the countermeasure proposal. In this process, on the basis of collecting all kinds of relevant theoretical data, academic research and practical experience at home and abroad, first of all, we grasp the development status of secondary vocational education in Wuhan city circle, mainly from the scale distribution of schools, the strength of teachers, Three aspects of resource input data analysis. Then find out the outstanding problems in the development of secondary vocational education, such as intensified vicious competition, obstacles to resource sharing, unbalanced development, unbalanced construction and distribution, single mode of running a school, limited cooperation between schools and enterprises, low quality of employment, and so on. According to the analysis of the problems, there are three reasons: the lack of effective school running system, the lack of overall management and the lack of scientific form of running a school in Wuhan City Circle. Finally, aiming at the reasons of the problems, the paper puts forward the construction of the alliance running school system of the secondary vocational education in Wuhan urban circle, and plans the management of the secondary vocational education in Wuhan city circle. The countermeasures and suggestions of establishing the secondary vocational education alliance in Wuhan city circle.
