日本高职教育内部质量保证体系建设及启示

【摘要】：自20世纪90年代起,日本开始建设高等职业教育外部质量保证体系。随着外部质量保证体系的不断完善,国家对高等职业教育的管理从外部强制向学校自我管理转变。从制度分析看,日本高职教育内部质量保证体系具有系统性、发展性、开放性等特点。理性借鉴日本的经验,系统构建我国高职教育内部质量保证体系应从宏观管理层面系统构建一体化的内外部质量保证制度体系,建立多元主体参与的评价运行保证机制,通过制度建设与有效实施,引导高职院校逐渐完善内部质量保证体系,形成质量文化,自觉履行责任保证质量。
[Abstract]:Since 1990's, Japan began to build the external quality assurance system of higher vocational education. With the continuous improvement of external quality assurance system, the management of higher vocational education has changed from external compulsion to school self-management. From the system analysis, the internal quality assurance system of higher vocational education in Japan has the characteristics of systematization, development and openness. Using the experience of Japan for reference rationally, the internal quality assurance system of higher vocational education in our country should be constructed from the macro management level, and the internal and external quality assurance system should be set up, and the evaluation and operation guarantee mechanism of multiple subjects' participation should be established. Through the system construction and effective implementation, guide the higher vocational colleges to gradually perfect the internal quality assurance system, form the quality culture, consciously fulfill the responsibility to ensure the quality.
