【摘要】:改革开放以来,在我国经济社会取得重大成就的同时,我国的教育事业更实现了历史性跨越,职业教育尤其是农村职业教育更是如此。回顾农村职业教育这三十多年的发展历程可以发现,其发展状态与政策的演替密切相关。近些年来,随着建设社会主义和谐社会和社会主义新农村等理念的提出,农村职业教育更被赋予新的意义,,如何更好地彰显农村职业教育的价值,不仅有赖于农村职业教育政策的正确引导和规范,更需要农村职业教育政策自身的修正与创新。从历史的视角,研究当代农村职业教育政策的发展变迁,分析其影响因素,揭示其演变的特点,可以为今后农村职业教育政策的制定和完善,提供有力的借鉴与深刻的启示。 本研究运用文献研究法、历史研究法和比较研究法,结合教育学、政策学等相关理论,分四部分对改革开放以来我国农村职业教育政策,进行深入的研究。 第一部分主要阐明了本研究的选题缘由和研究价值,对核心概念进行界定,并对相关领域的研究进行了综述。 第二部分按照时间顺序,将改革开放以来的农村职业教育政策变迁,划分为四个阶段,并逐一进行详细梳理,明确每一阶段农村职业教育政策的主要任务及其实施效果。 第三部分在对农村职业教育政策历史梳理的基础上,分析农村职业教育政策变迁的影响因素,即农村经济体制改革因素、教育政策价值理念变迁因素和职业教育发展重心转变因素。 第四部分结合各个时期农村职业教育政策以及不同的影响因素,总结出改革开放以来农村职业教育政策的特点:兼顾社会需要与个体需求,注重规模与质量相统一,追求多元化的价值取向。在特点分析的基础上,进一步揭示当代农村职业教育政策变迁的启示:完善农村职业教育配套政策,增强政策的针对性;重视农村职业教育政策法律化,确保政策的权威性;注重农村职业教育个体需求,彰显政策的公平性。
[Abstract]:Since the reform and opening up, China's economic and social achievements have been significant, at the same time, the cause of education in China has achieved a historic leap, vocational education, especially rural vocational education is even more so. Reviewing the development of rural vocational education for more than 30 years, it can be found that the development of rural vocational education is closely related to the succession of policies. In recent years, with the concept of building a harmonious socialist society and a new socialist countryside, rural vocational education has been given new significance, how to better highlight the value of rural vocational education, It not only depends on the correct guidance and standardization of rural vocational education policy, but also needs the revision and innovation of rural vocational education policy itself. From the perspective of history, this paper studies the development and vicissitude of rural vocational education policy, analyzes its influencing factors and reveals the characteristics of its evolution, which can provide a powerful reference and profound enlightenment for the formulation and perfection of rural vocational education policy in the future. This research uses the literature research method, the historical research method and the comparative research method, unifies the education, the policy and so on correlation theory, divides into four parts to carry on the thorough research to our country countryside vocational education policy since the reform and opening. The first part mainly expounds the reason and research value of this research, defines the core concepts, and summarizes the research in related fields. The second part divides the rural vocational education policy changes into four stages according to the order of time and clarifies the main task and the implementation effect of each stage of rural vocational education policy. The third part, on the basis of combing the history of rural vocational education policy, analyzes the influencing factors of rural vocational education policy change, that is, the factors of rural economic system reform. Educational policy value concept change factor and vocational education development center of gravity change factor. The fourth part summarizes the characteristics of rural vocational education policy since the reform and opening to the outside world, considering the social needs and individual needs, emphasizing the unity of scale and quality. Pursue the value orientation of diversification. Based on the analysis of the characteristics, this paper further reveals the enlightenment of the change of rural vocational education policy: perfecting the supporting policy of rural vocational education, strengthening the pertinence of the policy, emphasizing the legalization of rural vocational education policy, and ensuring the authority of the policy. Pay attention to the individual demand of rural vocational education, show the fairness of policy.
