广东中等职业教育可持续发展问题研究

【摘要】:改革开放以来,历届广东省委、省政府高度重视职业技术教育,坚持“以服务为宗旨,以就业为导向”的思路,采取有力措施,推动职业技术教育长足发展,服务经济社会的能力明显增强。“十七大”报告明确指出:优化教育结构,促进义务教育均衡发展,加快普及高中阶段教育,大力发展职业教育,提高高等教育质量。在近三十年的时间里,广东职业教育实现了跨越式发展,无论是职业院校的数量,还是招生规模都在不断地增加和扩大,为广东经济社会发展培养了大量技能型人才。可以说,广东职业教育是广东经济社会发展的有力支撑,特别是对珠江三角洲地区而言,其区域内的大量职业院校为区域经济发展输送了大批高素质技能人才。 然而,随着珠三角地区产业结构的不断升级和调整,广东中等职业教育现有的人才培养模式及发展模式已不适应区域经济发展的需要。所以,在广东中等职业教育已进入办学规模和招生规模快速扩张的阶段,研究如何使广东中等职业教育在注重外延扩张的同时,实现向内涵式发展模式的转变,从而确保中等职业教育在规模、结构、质量和效益上的协调,最终走向可持续发展道路,具有极其重要的现实意义。就广东中等职业教育发展现状来看,其教育质量和特色越来越受到关注。在近三十年的发展过程中,广东中等职业教育一直在勇于改革和创新,但是在实际的发展中,仍然存在不少问题亟待解决。 因此,,本文主要做了以下研究工作: 1.结合广东经济发展实际,特别是珠江三角洲地区经济发展需要,提出了广东中等职业教育可持续发展的理论意义与现实意义,综述国内外中等职业教育发展的相关研究成果,同时介绍本研究的研究方法、视角和创新点。 2.在界定相关概念“可持续发展”、“中等职业教育可持续发展”核心概念与内涵的基础上,阐述中等职业教育可持续发展的指导思想及理论基础。 3.在分析广东中等职业教育发展现状的基础上,探究广东中等职业教育可持续发展的重要作用及意义。 4.通过对广东中等职业院校进行个案研究,探究广东中等职业教育可持续发展的背景以及广东中等职业教育可持续发展的基础与需求。 5.在阐述广东中等职业教育可持续发展现状与意义的基础上,从培养高素质劳动力的能力、推动中等职业教育持续发展的能力、促进区域经济持续发展的能力三方面出发,对广东中等职业教育可持续发展能力进行评价,最后提出了促进广东中等职业教育可持续发展的措施。 6.概括和提炼本文的研究结论,主要包括文章研究得出的主要结论及研究的不足。
[Abstract]:Since the reform and opening up, the Guangdong Provincial Party Committee and the provincial government have attached great importance to vocational and technical education, adhered to the idea of "serving as the purpose, taking employment as the guide", and adopted effective measures to promote the rapid development of vocational and technical education. The ability to serve the economy and society has increased significantly. The report of the 17th National Congress clearly points out: optimize the educational structure, promote the balanced development of compulsory education, speed up the popularization of high school education, vigorously develop vocational education, and improve the quality of higher education. In the past 30 years, Guangdong vocational education has achieved leap-forward development, both in the number of vocational colleges and the size of enrollment are constantly increasing and expanding, training a large number of skilled talents for the economic and social development of Guangdong. It can be said that Guangdong vocational education is a strong support for Guangdong's economic and social development, especially for the Pearl River Delta region, a large number of vocational colleges and universities in the region for the regional economic development of a large number of high-quality skilled personnel. However, with the continuous upgrading and adjustment of the industrial structure in the Pearl River Delta region, the existing talents training model and development model of secondary vocational education in Guangdong Province are no longer suitable for the needs of regional economic development. Therefore, in Guangdong secondary vocational education has entered the stage of rapid expansion of the scale of running schools and enrollment, the study on how to make Guangdong secondary vocational education pay attention to the extension of expansion, at the same time to realize the transformation of the implicit development model. Therefore, it is of great practical significance to ensure the coordination of scale, structure, quality and benefit of secondary vocational education and finally to the road of sustainable development. According to the development of secondary vocational education in Guangdong Province, the quality and characteristics of secondary vocational education have been paid more and more attention. In the past 30 years, secondary vocational education in Guangdong has always been bold in reform and innovation, but in the actual development, there are still many problems to be solved. Therefore, this paper mainly does the following research work: 1. Combined with the reality of Guangdong's economic development, especially the needs of economic development in the Pearl River Delta region, this paper puts forward the theoretical and practical significance of the sustainable development of secondary vocational education in Guangdong, and summarizes the relevant research results of the development of secondary vocational education at home and abroad. At the same time, the research method, perspective and innovation of this study are introduced. 2. On the basis of defining the core concepts of "sustainable development" and "sustainable development of secondary vocational education", this paper expounds the guiding ideology and theoretical basis of sustainable development of secondary vocational education. Based on the analysis of the current situation of the development of secondary vocational education in Guangdong Province, this paper probes into the important role and significance of the sustainable development of secondary vocational education in Guangdong Province. Through the case study of secondary vocational colleges in Guangdong, this paper probes into the background of sustainable development of secondary vocational education in Guangdong and the foundation and demand of sustainable development of secondary vocational education in Guangdong. On the basis of expounding the present situation and significance of the sustainable development of secondary vocational education in Guangdong, this paper starts from three aspects: cultivating the ability of high quality labor force, promoting the ability of sustainable development of secondary vocational education, and promoting the sustainable development of regional economy. This paper evaluates the ability of sustainable development of secondary vocational education in Guangdong Province, and finally puts forward some measures to promote the sustainable development of secondary vocational education in Guangdong province. Summarize and refine the research conclusions of this paper, mainly including the main conclusions and shortcomings of the research.
