十堰市职业教育发展中的政府职能研究

【摘要】：职业教育是我国教育体系的重要组成部分,是推动社会经济发展、促进就业和改善民生的重要途径。作为我国首份教育纲领性文件,《国家中长期教育改革和发展规划纲要(2010-2020)》提出要在2020年,要形成“适应经济发展方式转变和产业结构调整要求、体现终身教育理念、中等和高等职业教育协调发展的现代教育体系。”十堰市地处秦巴山区,交通相对闭塞,贫困人口相对集中,县域经济发展滞后,产业结构亟待优化升级。职业教育的发展为十堰市优化产业结构、改善民生、解决“三农问题”打开了一扇新的大门,而目前十堰市职业教育发展面临重重困境,存在职业学校数量过多,资源浪费和短缺的现象并存；生源紧张,招生市场相对混乱；缺乏办学特色,服务地方经济能力不强等等问题,可以说,十堰市职业教育正处在一个亟待改革调整的关键时期。而十堰市各级政府在这个过程中发挥着不可替代的作用,十堰各职能部门必须认清自身在职教发展和管理中存在的问题,分析出现问题的原因,并且结合地方实际,充分发挥主观能动性,有针对性的加强和完善政府职教管理职能,这是十堰市职业教育得以长期健康发展的坚实基础,也是本文探讨和研究的重点和目的之所在。本文基于十堰市社会经济发展背景和职业教育发展实际情况,深入分析十堰市十堰市政府在履行职业教育管理职能中存在的问题,并对存在问题的成因进行分析,着重探讨加强和完善政府职能的对策。本文具体分为以下五个部分：第一部分：绪论,本部分基于十堰市经济社会发展的现状以及职业教育发展要求,提出本文探讨的问题,并分析此项研究的理论意义和现实意义。然后对国内外的研究情况进行梳理,强调国内外学者对于职业教育内涵、政府职能以及现实情况的分析和研究。最后总结论文的研究思路、研究方法以及创新之处。第二部分：阐述重要概念和相关理论。对职业教育发展中政府职能所涉及的重要概念进行界定,并且对本研究的相关理论：人力资本、公共产品和政府职能等进行概述。第三部分：考察十堰市职业教育发展中政府职能发挥的现实情况。在概述十堰市职业教育发展的背景、历史沿革和现状的基础上,分析当前十堰市政府在履行发展和管理职业教育的各项职能过程中存在的主要问题。第四部分：分析十堰市政府在履行职业教育管理职能中存在问题的成因。从内因和外因两个方面展开。第五部分：着重探讨加强和完善十堰市职业教育发展过程中政府职能的路径和对策,主要着眼于六个方面：加强立法与执法、理顺管理体制、推进职教与地方经济结合、整合职教资源和集团化发展、确立保障机制以及推进校企结合。
[Abstract]:Vocational education is an important part of our educational system and an important way to promote social and economic development, promote employment and improve people's livelihood. As the first educational programmatic document of our country, the outline of the National medium-and long-term Educational Reform and Development Plan (2010 / 2020) proposes that by 2020, it is necessary to form "the requirements of adapting to the transformation of the mode of economic development and the adjustment of the industrial structure, and to embody the concept of lifelong education." A modern education system in which secondary and higher vocational education develops in harmony. " Shiyan city is located in Qinba mountainous area, the traffic is relatively blocked, the poor population is relatively concentrated, the development of county economy lags behind, and the industrial structure needs to be optimized and upgraded. The development of vocational education has opened a new door for Shiyan City to optimize the industrial structure, improve people's livelihood and solve the "three rural problems". At present, the development of vocational education in Shiyan City is facing many difficulties, and there are too many vocational schools. The co-existence of waste of resources and shortage of resources; It can be said that the vocational education in Shiyan city is in a critical period of urgent reform and adjustment, such as the shortage of the characteristics of running a school, the lack of ability to serve the local economy, and so on, due to the shortage of students and the relative confusion of the enrollment market. While the governments at all levels in Shiyan City play an irreplaceable role in this process, each functional department of Shiyan must recognize clearly the problems existing in the development and management of its on-the-job education, analyze the causes of the problems, and combine with the local reality. Giving full play to the subjective initiative and strengthening and perfecting the management function of the government vocational education is the solid foundation for the long-term and healthy development of the vocational education in Shiyan, and is also the focus and purpose of this paper. Based on the background of social and economic development and the actual situation of vocational education development in Shiyan City, this paper deeply analyzes the problems existing in Shiyan Municipal Government in carrying out the functions of vocational education management, and analyzes the causes of the existing problems. This paper mainly discusses the countermeasures to strengthen and perfect the government function. This paper is divided into the following five parts: the first part: introduction, this part based on the current situation of the economic and social development of Shiyan City and the development requirements of vocational education, put forward the issues discussed in this paper. And analyze the theoretical and practical significance of this study. Then the domestic and foreign research situation is combed, emphasizing the domestic and foreign scholars to the vocational education connotation, the government function as well as the reality situation analysis and the research. Finally, the paper summarizes the research ideas, research methods and innovations. The second part: explain the important concept and related theory. This paper defines the important concepts of government function in the development of vocational education, and summarizes the related theories of this study, such as human capital, public goods and government functions, etc. The third part: investigate the reality of the government function in the development of vocational education in Shiyan. On the basis of summarizing the background, historical evolution and present situation of the development of vocational education in Shiyan City, this paper analyzes the main problems existing in the process of carrying out the functions of the development and management of vocational education in Shiyan Municipal Government. The fourth part: analysis Shiyan municipal government in the performance of vocational education management functions of the causes of problems. From the internal and external factors two aspects. The fifth part focuses on the ways and countermeasures to strengthen and perfect the functions of the government in the course of the development of vocational education in Shiyan City, mainly focusing on six aspects: strengthening the legislation and law enforcement, straightening out the management system, promoting the combination of vocational education and local economy. Integrate vocational education resources and collectivize development, establish guarantee mechanism and promote the combination of schools and enterprises.
