学前教育的普及必须兼顾质量的提高——谈《规划纲要》中基本普及学前教育的内涵与措施

【摘要】：新近正式颁布的《国家中长期教育改革和发展规划纲要》提出到2020年基本普及学前教育的发展目标,这对亿万幼儿的身心健康发展、各级各类教育的协调发展尤其是义务教育的巩固与提高、社会经济的发展意义重大,符合国际趋势,有利于国民综合素质和国家竞争力的提高。基本普及学前教育的核心内涵是提高入园率和提高保教质量并重。由于我国学前教育发展的地区差异性巨大,在基本普及学前教育的过程中,必须采取分区规划、分步推进,重点发展农村地区和优先保证弱势群体的工作思路与措施。
[Abstract]:The newly promulgated outline of the National medium and long term Education Reform and Development Plan puts forward the development goal of basically popularizing preschool education by 2020, which is conducive to the physical and mental development of hundreds of millions of children. The coordinated development of all kinds of education at all levels, especially the consolidation and improvement of compulsory education, is of great significance in the development of social economy, in line with the international trend, and conducive to the improvement of the comprehensive quality of the people and the competitiveness of the country. The core connotation of popularizing preschool education is to increase the rate of entry and improve the quality of education. Because of the huge regional difference in the development of preschool education in our country, in the process of popularizing preschool education, we must adopt district planning, promote it step by step, focus on the development of rural areas and give priority to the work ideas and measures to guarantee the disadvantaged groups.
