牧区基层幼儿园幼儿陪读现象的问题及对策研究

【摘要】:近年来国家对学前教育越来越重视,相继出台了一系列重要的文件和指示。2010年7月28日中共中央、国务院印发了《国家中长期教育改革和发展纲要(2010——2020)》,正式将学前教育纳入现代国民教育体系,要求大力发展学前教育。并明确提出了未来发展学前教育的三大任务:一是“基本普及学前教育”、二是“明确政府职责”、三是“重点发展农村学前教育”。国务院办公厅于2010年11月21日正式发布了《国务院关于当前发展学前教育的若干意见》(国发[2010]41号)(简称‘国十条’)突出强调了学前教育的重要地位,表明了学前教育的性质。长期以来学前教育是我国教育体系中的最为薄弱的环节之一,学前教育的发展面临着诸多急需解决的困难与问题。内蒙古牧区地广人稀、居住分散、交通不便、信息闭塞,教育资源分配不均衡,教育发展滞后。牧区幼儿家附近没有幼儿园,家长对学前教育的认识逐渐提高,意识到学前教育的重要性,但家长在认识方面及实施过程存在诸多误区。学前阶段的幼儿有其自身的特殊性,自理能力还不足,不能独自应对学习和生活问题。因此为了让孩子有机会上幼儿园,进城陪读是家长无奈的选择。陪读幼儿是保证牧区幼儿公平接受学前教育的必要举措。然而笔者通过问卷调查、访谈发现牧区基层幼儿园幼儿陪读也存在一些问题,牧区基层幼儿园陪读幼儿行为方面、教师在陪读幼儿管理方面、陪读幼儿家长在家园合作方面、牧区基层幼儿园管理层对陪读幼儿管理等方面都存在一些急需关注的问题。因此,研究者试图通过在已有文献和研究的基础上,对牧区陪读幼儿园幼儿陪读现象进行了现状调查,寻找出牧区幼儿陪读现象存在的问题,对牧区基层幼儿园管理方面提出一些针对性的建议和对策。为牧区基层幼儿园教师和陪读幼儿家长提供相应的指导和建议。
[Abstract]:In recent years, the state has paid more and more attention to preschool education, and has successively issued a series of important documents and instructions. On July 28, 2010, the CPC Central Committee, The State Council issued the outline of National medium and long term Education Reform and Development (2010-2020), which formally incorporated preschool education into the modern national education system, and called for the vigorous development of pre-school education. Three major tasks of developing preschool education in the future are clearly put forward: one is "basic popularization of preschool education", the other is "defining the responsibilities of the government", and the third is "focusing on the development of pre-school education in rural areas". On November 21, 2010, the General Office of the State Council officially issued the opinions of the State Council on the current Development of Preschool Education (Guofa [2010] 41) (referred to as "National Ten articles"), which highlighted the important status of preschool education and showed the nature of preschool education. Preschool education is one of the weakest links in our educational system for a long time. The development of preschool education is faced with many difficulties and problems that need to be solved urgently. The pastoral areas in Inner Mongolia are sparsely populated, scattered, inconvenient, information blocked, unbalanced distribution of educational resources and lagging behind in the development of education. There is no kindergarten near the children's home in pastoral area, parents' understanding of preschool education is gradually improved, and they realize the importance of preschool education, but there are many misunderstandings in the cognition and implementation process of parents. Preschool children have their own particularity and lack of self-care ability to cope with learning and life problems alone. Therefore, in order to let children have the opportunity to go to kindergarten, it is a helpless choice for parents to go to town. Accompanying children is a necessary measure to ensure that children in pastoral areas receive preschool education equitably. However, through the questionnaire survey and interview, the author found that there are some problems in the reading of children in pastoral primary kindergartens. In pastoral areas, the behavior of reading with children, the management of children accompanied by teachers, and the cooperation of parents of children with reading children in the pastoral area are also found. There are some urgent problems in the management of children in pastoral primary kindergartens. Therefore, on the basis of the existing literature and research, the researcher attempts to investigate the current situation of the phenomenon of accompany reading of children in pastoral areas, and find out the problems existing in the phenomenon of reading accompanied by children in pastoral areas. This paper puts forward some suggestions and countermeasures on the management of grass-roots kindergartens in pastoral areas. To provide corresponding guidance and suggestions for primary kindergarten teachers and parents of children in pastoral areas.
