推行免费学前教育,保障学前教育公益性——澳门免费学前教育政策研究

【摘要】：免费学前教育是澳门特区政府在学前教育领域重要的施政理念和目标,也是其发挥政府职能以保障学前教育公益性的重要方式与手段。澳门特区政府免费学前教育政策的制定及其实施具有以下特点:明确政府在免费学前教育中的职责,建立免费学前教育政策体系;切实加大财政投入力度,不断扩大和提高免费学前教育的保障范围与水平;实施免费学前教育过渡政策并不断提高津贴水平;推行小班化改革,促进学前教育质量提高。免费学前教育政策有力地推动澳门保障并促进了学前教育公益性的实现,并促使其学前教育质量不断提高,这对我国其他地区思考制定免费学前教育政策,促进学前教育普及具有重要的借鉴价值。
[Abstract]:Free preschool education is an important administrative concept and goal of the Macao Special Administrative region Government in the field of preschool education, and is also an important way and means for the Macao Special Administrative region Government to give play to the functions of the government in order to safeguard the public welfare of pre-school education. The formulation and implementation of the free preschool education policy of the Macao Special Administrative region (MSAR) government has the following characteristics: clarifying the responsibility of the government in the free preschool education and establishing the free preschool education policy system; We should increase financial input, expand and improve the scope and level of the guarantee of free preschool education, implement the transitional policy of free preschool education and continuously raise the level of subsidies, and carry out the reform of small classes to improve the quality of preschool education. The policy of free preschool education has effectively promoted Macao's efforts to guarantee and promote the realization of public welfare of pre-school education and the continuous improvement of the quality of pre-school education, which has made it possible for other regions of our country to formulate a policy on free preschool education. Promoting the popularization of preschool education has important reference value.
