【摘要】：农村一二三产业融合发展是农村经济转型升级的必然要求,有助于推进城乡一体化发展、农业供给侧结构性改革、农民持续增收和新型农业经营体系构建。它具有形成产业链、要素融合创新、构建利益共同体、产业可持续等特点,在产业链、主体、利益分享机制上探索了多种发展模式,是农业产业化的升级版。促进农村一二三产业融合的基本思路是,按照产业融合发展理念完善工作推进机制,既支持农户和合作社内生发展,又要支持龙头企业带动农村产业融合发展,构建农户参与并分享二三产业收益的利益联结机制,更好发挥政府和市场作用。在具体措施上,要打造优势主导产业,培育多元化融合主体,发展新产业新业态新模式,建立引导机制、激励机制和共享机制,让农户获得更多利益。
[Abstract]:The development of rural 123 industry integration is the inevitable requirement of rural economic transformation and upgrading, which is helpful to promote urban-rural integration development and agricultural supply-side structural reform. Farmers continue to increase income and a new agricultural management system. It has the characteristics of forming an industrial chain, elements integration and innovation, building a community of interests, industrial sustainability and other characteristics, in the industrial chain, the main body. Benefit sharing mechanism explored a variety of development models is an upgrade version of agricultural industrialization. The basic idea to promote the integration of rural 123 industries is to improve the work promotion mechanism according to the concept of industrial integration development. Not only to support the endogenous development of farmers and cooperatives, but also to support leading enterprises to promote the integration of rural industries, and to build a mechanism for farmers to participate in and share the benefits of secondary and tertiary industries. Better play the role of the government and the market. In specific measures, we should create dominant industries, foster diversified integration of the main body, develop new industries and new patterns of business, establish guidance mechanisms, incentive mechanisms and sharing mechanisms. Let the farmer obtain more benefits.
