吉林省养老服务产业存在的问题及对策研究

【摘要】：吉林省在2003年进入老龄化社会以来,老龄问题已经逐步成为了一个深刻影响吉林省经济发展和社会民生的重大问题。为了积极应对老龄化带来的一系列负面影响,养老服务产业的发展刻不容缓。现阶段是国家十三五计划的开局阶段,更是2020年全面建成小康社会宏伟目标的关键时期,故本文在总结借鉴多位专家学者的研究基础上,对吉林省养老服务产业发展进行研究。全文主要结构分为如下几个部分：第一部分：引言。主要总结了主要专家学者对吉林省养老服务产业发展所做的研究,并对本文的研究思路和逻辑框架做了介绍。第二部分：明确本文中养老服务产业等基本概念的定义、内涵,并引入供给需求理论、马斯洛人的需求层次理论和产业经济学的相关理论。第三部分：描述吉林省老龄化程度的现状和养老服务产业发展的基本情况,并分析发展吉林省养老服务产业的现实意义。第四部分：阐述吉林省养老服务产业发展存在的主要问题,分别在养老服务产业、老年人、政府、第三方机构的角度分析制约养老服务产业发展的因素。第五部分：提出了合理发展吉林省养老服务产业的对策,在发挥市场对资源有效配置的基础上,引导社会资本在政府的有力监督下积极参与养老服务产业的建设,提高产业效率,完善产业链条。同时要借助第三方评价机构的力量,为产业持续健康发展提供有力的条件。第六部分：结论。发展好养老服务产业能有效的解决人口老龄化带来的一系列问题,变社会压力为生产动力,不断完善有中国特色的社会主义的养老服务体系。
[Abstract]:Since Jilin Province entered an aging society in 2003, the problem of ageing has gradually become a major issue that has a profound impact on the economic development and the people's livelihood of Jilin Province. The development of old-age service industry is urgent. The present stage is the opening stage of the 13th Five-Year Plan and the key period of the grand goal of building a well-off society in an all-round way in 2020. Therefore, this paper summarizes and draws lessons from the research of many experts and scholars. The main structure of this paper is as follows: the first part: introduction. It mainly summarizes the research on the development of pension service industry in Jilin Province made by major experts and scholars. The second part: the definition and connotation of the basic concepts such as old-age service industry in this paper, and the introduction of supply and demand theory. Maslow's theory of hierarchy of needs and relevant theories of industrial economics. Part three: describes the current situation of aging and the development of pension service industry in Jilin Province. It also analyzes the practical significance of developing the pension service industry in Jilin Province. Part 4th: the main problems in the development of the pension service industry in Jilin Province, respectively in the old-age service industry, the elderly, the government, Part 5th: put forward the countermeasures for the rational development of pension service industry in Jilin Province, on the basis of giving full play to the effective allocation of resources by the market, the third party analyzes the factors restricting the development of the old-age service industry from the perspective of the third party. To guide social capital to actively participate in the construction of the pension service industry under the effective supervision of the government, to improve industrial efficiency, and to improve the industrial chain. At the same time, it is necessary to make use of the strength of third-party evaluation institutions. Part 6th: conclusion: the development of the old-age service industry can effectively solve a series of problems caused by the aging of the population, and turn social pressure into the power of production. We will continue to improve the socialist pension service system with Chinese characteristics.
