【摘要】：正无论从何种理论视角出发,在审慎认识产业政策有效性边界的前提下,认识并矫正中国现行产业政策的不足,充分发挥产业政策助推经济发展的作用,是当前中国产业政策研究必须回答的核心问题。产业政策的本质是通过政策措施的适度干预来解决市场失败、多主体协调和系统失败问题(贺俊,2017)。如果企业行为的外部性造成市场投资不足或投资过度,产业政策的合理性在于激励市场主体的投资向全社会最优水平收敛。如果产业发展路径存在多重均衡的可能性,产业政策的经济学意义在于协调各
