我国战略性新兴产业改革路径分析

【摘要】：战略性新兴产业指的是具有较好综合效益和成长潜力的知识技术密集型的新兴产业。在推动供给侧结构性改革的大背景下,大力发展战略性新兴产业已经成为我国的重大战略决策。不可否认的是,虽然已经在部分技术领域取得了关键突破,但在战略性新兴产业核心技术、关键技术、产业层次等方面还存在诸多瓶颈,产业整体发展水平偏低。鉴于此,除要以社会整体利益最大化为指引、推进和强化产业管理方式创新、同步推进供给侧改革与需求侧改革、搭建资源流通与共享机制外,还应搭建基于全球创新的产业发展网络、与全球产业链深度融合、强化要素供给的理论深度与实践效度、构建国际产业合作新平台,以完成对战略性新兴产业的供给侧结构性改革,提升产业国内竞争力和国际影响力。
[Abstract]:Strategic emerging industry refers to the knowledge and technology intensive emerging industry with better comprehensive benefit and growth potential.Under the background of promoting structural reform on the supply side, it has become an important strategic decision to develop strategic emerging industries.It is undeniable that although some key breakthroughs have been made in some technical fields, there are still many bottlenecks in the core technology, key technology and industrial level of strategic emerging industries, and the overall level of industrial development is low.In view of this, we should promote and strengthen the innovation of industrial management mode, promote supply-side reform and demand-side reform simultaneously, build the mechanism of resource circulation and sharing, and take the maximization of the overall social benefits as the guide, and promote and strengthen the innovation of industrial management mode.It is also necessary to build a new industrial development network based on global innovation, to integrate deeply with the global industrial chain, to strengthen the theoretical depth and practical validity of the supply of elements, and to build a new platform for international industrial cooperation.In order to complete the supply-side structural reform of strategic emerging industries, enhance industry domestic competitiveness and international influence.
