东北经济频发衰退的原因探析——从“产业缺位”到“体制固化”的嬗变

【摘要】：针对东北经济一再衰退、屡振不兴的客观事实,在重新审视东北地区的经济发展轨迹后,文章认为其经济下滑的根源在于"传统优势产业缺位""高、新产业缺位""资源型产业缺位"的"三缺位"态势,进而造成制度优势固化、产业垄断固化、政策方式固化的体制性问题。以往研究与改革方略对东北经济衰退的根源挖掘度有待深入。解决东北地区经济困境,最根本的是要让东北地区抓住经济体系建设的历史机遇,重建产业定位,弥补缺口,打破体制固化,即通过市场机制构建"新产业体系",提高核心技术自主研发能力,推进政策服务转型升级,提升经济对外开放的主动性及参与度,进而实现经济的繁荣与振兴。
[Abstract]:In view of the objective fact that the Northeast economy has been in decline again and again, the article thinks that the root of its economic decline lies in the "absence of traditional superior industries" and "high" after reviewing the economic development trajectory of Northeast China. The situation of "three vacancies" in the absence of "resource-based industries" in the absence of new industries leads to the institutional problems of system superiority solidification, industrial monopoly solidification and policy mode solidification. The former research and reform strategy to the northeast economic recession to dig the root cause of the degree of need to go deep. To solve the economic predicament in the Northeast, the most fundamental thing is to let the Northeast region seize the historical opportunity of economic system construction, rebuild the industrial orientation, make up for the gap, and break the system solidification. That is, to construct a "new industrial system" through the market mechanism, to improve the independent R & D capability of core technology, to promote the transformation and upgrading of policy services, to enhance the initiative and participation of economic opening to the outside world, and to realize the prosperity and revitalization of the economy.
