动脉产业与静脉产业耦合发展分析及其评价研究

【摘要】:静脉产业是解决我国资源紧缺、环境污染问题的重要途径。很多发达国家通过政策引导、市场化运作、全面参与等举措发展本国的静脉产业,且卓有成效。我国环境代价过大、环境压力始终得不到缓解的重要原因之一,是由于循环经济发展不平衡、动脉产业与静脉产业的发展断裂所致。诚然,动脉产业、静脉产业作为循环经济的组成部分,大力推进两大产业在资源、结构、技术等各方面的耦合协调,有利于促进产业结构的调整、降低环境负荷,尤其对创建资源节约型、环境友好型社会具有重要的现实意义。本文以循环经济发展为研究背景,首先结合产业关联理论、产业演化理论等相关理论,对动脉产业与静脉产业的耦合发展进行了深入探析。分析指出动脉产业与静脉产业在产业要素、产业结构、产业布局、产业政策等各方面存在不同程度的互动关系,且随着耦合程度的不断加深,两产业的耦合水平形成了其独特的发展周期。各要素的匹配、对接程度是区分动脉产业与静脉产业耦合发展四阶段,即萌芽期、成长期、成熟发展初期及成熟发展中后期的重要标志。同时,两产业在资源、技术、市场等多方存在不同程度的合作与竞争效应,只有统筹全局,不断在竞争中寻求合作,才能保证各方获利最优,实现两产业的高度耦合发展。其次,借助数学思维,运用数据包络分析法及变异系数法分别构建了产业链视角及发展视角的动静脉产业耦合发展评价模型,分别以辽宁省不同城市、不同年份动脉产业与静脉产业耦合发展实际数据为基础,量化分析辽宁省动脉产业与静脉产业的耦合现状及其发展趋势。结果表明:辽宁动脉产业与静脉产业链构建有待完善。但两产业的互动发展不断加深,其耦合协调水平已基本实现初级耦合协调,现阶段处于向中级耦合协调迈进的过渡时期。依此态势发展,采用线性回归方程预计未来5年内两者的耦合发展将全面实现中级耦合协调。最后,鉴于理论及实证分析结果,提出了双轮驱动耦合发展、践行生产者责任延伸制度、构建良性循环经济产业链及强化动静脉产业耦合协调的发展建议,以加快我国动静脉产业耦合发展进程。
[Abstract]:Venous industry is an important way to solve the problem of resource shortage and environmental pollution. Many developed countries develop their venous industry through policy guidance, market operation, full participation and so on. One of the important reasons why the environmental pressure can not be alleviated is that the development of circular economy is unbalanced and the development of arterial industry and venous industry is broken. Indeed, as an integral part of the circular economy, the arterial industry and the venous industry vigorously promote the coupling and coordination of the two major industries in resources, structure, technology, etc., which is conducive to promoting the adjustment of the industrial structure and reducing the environmental load. Especially for the establishment of resource-saving, environmental-friendly society has an important practical significance. In this paper, the development of circular economy as the research background, first of all, combined with the industrial relevance theory, industrial evolution theory and other related theories, the coupling development of arterial industry and vein industry is deeply analyzed. It is pointed out that arterial industry and venous industry have different degree of interaction in industrial elements, industrial structure, industrial layout, industrial policy and so on, and with the deepening of coupling degree, The coupling level of the two industries has formed its unique development cycle. The matching of each element and the degree of docking are the important signs of distinguishing the four stages of the coupling development of arterial industry and venous industry, that is, the budding stage, the growing period, the early stage of mature development and the middle and late stage of mature development. At the same time, the two industries have different degree of cooperation and competition effect in resources, technology, market and so on. Only by coordinating the overall situation and constantly seeking cooperation in the competition, can the two industries gain the best profit and realize the highly coupled development of the two industries. Secondly, with the help of mathematical thinking, data envelopment analysis and coefficient of variation method are used to construct the evaluation model of the development of the industry chain and the development of the industry chain, respectively, in different cities of Liaoning Province. Based on the actual data of the coupling development of arterial industry and venous industry in different years, this paper quantitatively analyzes the current situation and development trend of the coupling of arterial industry and venous industry in Liaoning Province. The results show that the construction of artery industry and venous industrial chain in Liaoning needs to be improved. But the mutual development of the two industries is deepening, the level of coupling and coordination has basically realized the primary coupling and coordination, and at the present stage, it is in the transition period to intermediate coupling and coordination. According to the development of this situation, the linear regression equation is used to predict that the intermediate coupling and coordination will be realized in the next five years. Finally, in view of the results of theoretical and empirical analysis, this paper puts forward the development suggestions of two-wheel-drive coupling development, the practice of extended producer responsibility system, the construction of a benign circular economic industrial chain and the strengthening of the coupling and coordination of arteriovenous industries. In order to speed up the development of China's arteriovenous industry coupling process.
