农村产业结构变动的减贫效应研究

【摘要】：农村产业结构的调整对于农民增收具有重要意义,它不仅有助于提高农民的生活水平和消费能力,也可以有效缩小城乡之间的居民收入差距。随着改革开放的不断深入,中国的经济得到飞速发展,同时农村减贫的各种措施的不断实施,农村减贫效果获得巨大的突破,但是由于我国农村人口众多,农村经济发展缓慢,农村产业结构不合理等因素,大量的农村人口依旧没有摆脱贫困现状。在此背景下,本文基于农村产业结构变动和贫困之间的关系,对农村产业变动的减贫效应进行研究,本文的研究成果为推动我国农村经济的发展提供值得借鉴的理论和方法。本文通过实地调研、图书文献资料搜集、宏观分析和微观分析相结合、定量分析与定性分析相结合、理论模型与计量模型相结合等方法,以中国农村为研究对象对农村产业结构变动的减贫效应进行研究。论文在搜集大量相关数据和文献资料的基础上,较全面地分析了农村产业结构变动和农村贫困现状,探讨了农村产业结构变动影响农村贫困的机理,采用平衡性检验、协整检验以及Granger因果检验等方法对农村产业结构变动和农村减贫之间的关系进行了实证研究,并据此提出了相应的对策性建议。农村产业结构变动情况表明:合理的农村产业结构能促进农村经济增长,僵化的农村产业结构抑制农村经济的增长。农村贫困现状研究表明:我国农村贫困人口总数依旧很庞大,主要分布在落后的中西部地区。农村产业结构变动的减贫机理分析表明:农村产业结构变动可以通过提高农民收入和发展农村经济来实现,与此同时,农村经济水平的发展也会促进农村产业结构的变动。统计检验则得出以下结论:(1)农村产业结构的调整,能够极大地促进农村经济的增长,降低农村贫困发生率。(2)农村三大产业的发展,直接影响到农村经济的增长,三大产业对农村经济的发展都做出了重要贡献,但是在农村减贫方面,三大产业的作用却不尽相同。二三产业对农村减贫的效果明显,第一产业对农村减贫的效果微弱。(3)从农村第一产业细分项目可以看出,林业和渔业对农村减贫效应较为明显,而农业和牧业对农村减贫效应并不明显。根据以上研究,本文提出了保持农村经济持续增长、继续加快农业产业化建设进程、加快剩余劳动力转移等政策性建议。
[Abstract]:The adjustment of rural industrial structure is of great significance for farmers to increase their income. It not only helps to improve farmers' living standard and consumption ability, but also can effectively narrow the income gap between urban and rural residents. With the deepening of reform and opening up, China's economy has been rapidly developed, at the same time, various measures to reduce poverty in rural areas have been continuously implemented, the effect of poverty reduction in rural areas has made a huge breakthrough, but due to the large number of rural population, rural economic development is slow. Rural industrial structure is unreasonable, a large number of rural population is still not out of poverty. Under this background, based on the relationship between rural industrial structure change and poverty, this paper studies the poverty reduction effect of rural industrial change. The research results of this paper provide valuable theories and methods for promoting the development of rural economy in China. This paper combines the methods of field investigation, collection of books and documents, macro analysis and micro analysis, quantitative analysis and qualitative analysis, theoretical model and measurement model, etc. This paper studies the poverty reduction effect of rural industrial structure change in China. On the basis of collecting a large number of relevant data and literature, the paper comprehensively analyzes the changes of rural industrial structure and the current situation of rural poverty, probes into the mechanism that the changes of rural industrial structure affect rural poverty, and adopts the balance test. The cointegration test and Granger causality test are used to study the relationship between rural industrial structure change and rural poverty reduction. The change of rural industrial structure shows that reasonable rural industrial structure can promote rural economic growth and rigid rural industrial structure inhibits the growth of rural economy. The present situation of rural poverty research shows that the total number of rural poor population is still very large, mainly distributed in the backward central and western regions. The analysis of poverty reduction mechanism of the change of rural industrial structure shows that the change of rural industrial structure can be realized by raising farmers' income and developing rural economy, at the same time, the development of rural economic level will also promote the change of rural industrial structure. The statistical results show that: (1) the adjustment of rural industrial structure can greatly promote the growth of rural economy and reduce the incidence of rural poverty. (2) the development of the three major industries in rural areas has a direct impact on the growth of rural economy. The three industries have made important contributions to the development of rural economy, but in the aspect of poverty reduction in rural areas, the roles of the three industries are different. The effect of secondary and tertiary industries on rural poverty reduction is obvious, while the effect of primary industry on rural poverty reduction is weak. (3) from the subdivision of rural primary industries, it can be seen that forestry and fisheries have more obvious effects on rural poverty reduction. The effect of agriculture and animal husbandry on rural poverty reduction is not obvious. Based on the above research, this paper puts forward some policy suggestions such as maintaining the sustained growth of rural economy, speeding up the process of agricultural industrialization construction and speeding up the transfer of surplus labor force.
