要素成本影响西部地区产业承接的理论及实证研究

【摘要】：西部大开发战略的实施标志着我国区域经济发展进入协调发展战略全面实施阶段,同时也开启了西部地区承接产业转移的序幕。受劳动力等要素成本不断攀升的影响,东部地区一些产业在市场机制的推动下向外转移,我国目前正处于由国外发达区域向东部,由东部向中西部,由都市圈/城市群中心向边缘区的三重产业转移阶段。近年来政府不断加大对产业转移的支持力度,在政府推动和市场机制两种力量的作用下,研究西部地区作为重要的产业承接地是否取得一定的承接成效,并在此基础上探究要素成本等因素对西部地区产业承接的影响,这对调整产业承接政策、优化产业布局具有重要意义。本文结合克鲁格曼(Krugman)“核心—边缘”模型,安虎森产业扩散、集聚与结构演进理论以及西方经济学中的厂商理论,以经济中存在的“三种效应”和“两种作用力”为前提,对区域间非均衡力作用下的产业承接相关机理进行分析。并利用二位数制造业分行业数据,选用制造业工业总产值份额变化的测度方法,对西部地区1999-2010年和2011-2014年两个时期产业承接规模进行测度,了解西部地区承接产业转移现状,通过构建双因素面板数据多元线性回归模型,分析以劳动力成本为主的要素成本及其他新经济地理和经济政策因素对西部地区产业承接的影响。研究表明:1999年以来我国东、中、西、东北四大区域产业转入转出明显,东部地区制造业较大规模转出,其他地区均不同程度承接产业转入,说明大规模的产业转移已经发生,但主要从东部地区转入邻近的中部地区,西部地区承接产业转移规模相对较小,承接产业层级相对较低;另外,通过对要素成本影响西部地区产业承接的实证研究发现,作为要素成本的劳动力价格与西部地区产业承接呈正相关,可能是因为转移产业对劳动力价格的敏感弱化而对劳动力素质、技能的要求提高,西部相对较低的工资水平致使本地人才大量外流,适当提高工资有利于留住当地劳动力和吸引外地人才转入,从而促进产业转移,而人力资本、交通条件、外部性、对外开放度、财政分权度等其他因素都不同程度对西部地区承接产业转移产生影响。
[Abstract]:The implementation of the western development strategy marks that the regional economic development of our country has entered the stage of comprehensive implementation of the coordinated development strategy, and it also opens the prelude of undertaking the industrial transfer in the western region. Affected by the rising cost of labor and other factors, some industries in the eastern region are moving outward under the impetus of the market mechanism. At present, China is in the process of moving from the developed foreign regions to the east, from the east to the central and western regions. The phase of triple industrial transfer from the center of the metropolitan area / urban agglomeration to the marginal area. In recent years, the government has been increasing its support for industrial transfer. Under the influence of government promotion and market mechanism, the paper studies whether the western region, as an important industrial undertaking place, has achieved certain results. On this basis, this paper explores the influence of factors such as factor cost on the industrial undertaking in the western region, which is of great significance to adjust the policy of industrial undertaking and optimize the industrial layout. Combined with Krugman (Krugman) "core-edge" model, the theory of industrial diffusion, agglomeration and structure evolution, and firm theory in western economics, this paper presupposes the existence of "three effects" and "two forces" in the economy. This paper analyzes the mechanism of industry undertaking under the action of regional disequilibrium. Using the sub-industry data of double-digit manufacturing industry and the measurement method of the change of manufacturing industry gross output value, the paper measures the scale of industrial undertaking in the western region from 1999 to 2010 and 2011-2014, and finds out the present situation of undertaking industry transfer in the western region. By constructing a multivariate linear regression model of two-factor panel data, this paper analyzes the influence of the factor cost of labor cost and other factors of new economic geography and economic policy on the industrial undertaking in the western region. The results show that: since 1999, the four major industries in the east, middle, west and northeast of China have been transferred to and out obviously, the manufacturing industry in the eastern region has been transferred on a large scale, and other regions have undertaken industrial transfer to varying degrees, indicating that large-scale industrial transfer has taken place. But mainly from the eastern region to the adjacent central region, the scale of undertaking industry transfer in the western region is relatively small, and the level of undertaking industry is relatively low. In addition, through the empirical research on the factor cost influencing the industrial undertaking in the western region, it is found that, The labor price, as a factor cost, is positively related to the industrial undertaking in the western region, which may be due to the weakening of the sensitivity of the transfer industry to the labor price and the improvement of the quality and skills of the labor force. The relatively low wage level in the western region has led to a large outflow of local talent. Appropriate wage increases are conducive to retaining local labor and attracting talents from other places, thus promoting industrial transfer, while human capital, transportation conditions, externalities, Other factors, such as the degree of opening to the outside world and the degree of fiscal decentralization, all influence the industrial transfer in the western region.
