中国金融服务外包国际竞争力研究

【摘要】：金融服务外包在新一轮的国际转移中以前所未有的速度快速发展，在此发展过程中，随着国际分工的不断细化，出现了离岸外包业务不断转移、发展中国家积极承接、接包区域不断集聚的态势，直接带动了国际离岸金融服务外包产业的成长。据FOS调研显示，2007年上半年，国际金融服务外包市场发生了43起大额金融服务外包交易，其中所占比例最高的是离岸金融服务外包业务，高达63%。由于离岸金融服务外包的发包规模不断扩大，离岸金融服务外包逐步成为了国际服务外包市场的主流。据估计，2015年全球离岸金融服务外包额将超过1万亿美元。中国拥有丰富的人力资源、区位优势等外包优势，吸引国外大型金融机构将外包业务向我国转移，引发了我国承接离岸金融服务外包浪潮。2006年我国承接离岸金融服务外包额为6.89亿美元，占全球金融服务外包市场的0.34%，2010年我国离岸金融服务外包国际市场占有率达到了3.19%，离岸金融服务外包额高达67亿美元，而印度离岸金融服务外包是我国的7.7倍，，高达517.3亿美元。虽然我国离岸金融服务外包发展迅猛，但与金融服务外包强国印度相比，国际竞争力仍较弱。因此能否抓住此次金融服务外包业务转移的机遇，对于我国调整产业结构，发展现代服务业具有重要的意义。
[Abstract]:In the new round of international transfer, financial service outsourcing has developed at an unprecedented speed. In the process of development, with the continuous refinement of international division of labor, offshore outsourcing business has been continuously transferred, and developing countries have been actively undertaking. The conglomeration of contracting regions directly promotes the growth of international offshore financial service outsourcing industry. According to FOS survey, in the first half of 2007, 43 large financial services outsourcing transactions occurred in the international financial services outsourcing market, among which the highest proportion was offshore financial services outsourcing business, as high as 63 points. Because of the expanding scale of offshore financial service outsourcing, offshore financial service outsourcing has gradually become the mainstream of international service outsourcing market. It is estimated that global offshore financial services outsourcing will exceed $1 trillion in 2015. China has abundant human resources, location advantages and other outsourcing advantages, attracting large foreign financial institutions to transfer their outsourcing services to China. This led to a wave of offshore financial services outsourcing in China. In 2006, the amount of offshore financial services outsourcing in China was 689 million US dollars. It accounts for 0.34% of the global financial services outsourcing market. In 2010, China's offshore financial services outsourcing international market share reached 3.19%, offshore financial services outsourcing volume reached 6.7 billion dollars, while India offshore financial services outsourcing is 7.7 times of China's, up to 51.73 billion dollars. Although offshore financial service outsourcing is developing rapidly in China, its international competitiveness is still weak compared with India, a powerful country of financial services outsourcing. Therefore, it is of great significance for our country to adjust the industrial structure and develop the modern service industry.
