中国加工贸易的发展与转型升级研究

【摘要】：1978年改革开放为我国对外贸易的发展开创了新的时代,随着对外开放步伐的加快和国际产业转移的进行,加工贸易成为我国对外开放的有效形式,在出口创汇、拉动就业、结构调整及促进经济增长等方面发挥了巨大作用。经过三十多年的快速发展,加工贸易已经发展成为了我国对外贸易的重要形式,是我国积极参与国际分工和推进经济迅猛发展的关键力量。同时,也是造成我国贸易进出口失衡、贸易摩擦、外贸依存度过高的主要原因。因此,加工贸易发展的快与慢、好与坏,直接关系到我国国民经济的健康与否,必须对其发展、转型有一个高度的重视。本文在系统梳理加工贸易内涵、形式、经济效应等理论的基础上,从制度变迁的角度对改革开放以来我国加工贸易的发展变迁进行了较为全面深入的研究,认为加工贸易是适应我国贸易制度发展的一种制度创新,是推动外贸发展和对外开放的重要因素。具体而言,依据加工贸易制度在我国的产生、发展和转型升级,论文将改革开放以来我国加工贸易的发展分为“三来一补”起步阶段、进料加工快速发展阶段、加工贸易转型升级阶段,并对每个阶段的演进从制度内容、发展现状、发展绩效等不同层面进行了深入分析。在此基础上,论文着重对我国加工贸易转型升级的影响因素从理论和实证两个层面进行了具体的论证,明确各因素在加工贸易转型升级中的作用。最后,立足于对我国加工贸易的历史分析和实证结果,发现现阶段我国加工贸易转型升级的方向主要体现在主体结构转型、贸易模式转型、发展区域转型、产业链延伸、管理体制转型等方面。提出了合理利用外资、完善创新激励制度、提高国内采购率、发展出口加工业务、提高劳动投入质量、完善贸易政策等促进加工贸易转型升级的对策建议。
[Abstract]:The reform and opening up in 1978 opened up a new era for the development of China's foreign trade. With the acceleration of the pace of opening to the outside world and the progress of international industrial transfer, processing trade has become an effective form of opening to the outside world in China, earning foreign exchange in exports and stimulating employment. Structural adjustment and promotion of economic growth and other aspects have played a great role. After more than 30 years of rapid development, processing trade has become an important form of China's foreign trade, and it is the key force for China to actively participate in the international division of labor and promote the rapid development of the economy. At the same time, it is also the main cause of imbalance of import and export, trade friction and high degree of dependence on foreign trade. Therefore, the rapid and slow development of processing trade, good and bad, directly related to the health of our national economy, we must attach great importance to its development and transformation. On the basis of systematically combing the connotation, form and economic effect of processing trade, this paper makes a comprehensive and in-depth study on the development and changes of processing trade in China since the reform and opening up from the perspective of institutional change. It is considered that processing trade is an institutional innovation adapted to the development of China's trade system and an important factor in promoting the development of foreign trade and opening to the outside world. Specifically, according to the emergence, development and transformation of processing trade system in China, the paper divides the development of processing trade in China into "three come and one supplement" starting stage, and the rapid development stage of feed processing since reform and opening up. The process trade transformation and upgrading stage, and the evolution of each stage from the system content, development status, development performance and other different levels of in-depth analysis. On this basis, the paper focuses on the impact of China's processing trade transformation and upgrading from the theoretical and empirical aspects of the specific argument, clear the role of each factor in the processing trade transformation and upgrading. Finally, based on the historical analysis and empirical results of processing trade in China, it is found that the direction of transformation and upgrading of processing trade in China at the present stage is mainly reflected in the transformation of the main body structure, the transformation of trade mode, the transformation of development region, and the extension of industrial chain. Management system transformation and so on. The countermeasures and suggestions to promote the transformation and upgrading of processing trade are put forward, such as the rational utilization of foreign capital, the improvement of innovation incentive system, the improvement of domestic purchasing rate, the development of export processing business, the improvement of the quality of labor input and the improvement of trade policy.
