德国能源转型关键项目对我国能源政策的借鉴意义

【摘要】：基于可再生能源的利用现状和国际能源发展实况,我国需富有远见的可再生能源政策与做法,因此,积极借鉴德国发展再生能源的先进经验势在必行。德国联邦政府第18届立法会议期间,通过10项能源议程包含能源转型的关键项目。本文建议,我国应建立可再生能源发展的长效机制,包括:长远的规划与愿景、先试点再立法以及有效的激励政策是开发可再生能源的必要条件;高效的储能系统、智能电网建设以及兼顾效率效益是能源转型的关键;注重监管评估、鼓励公民参与以及强大的执行力是可再生能源持久发展的重点。
[Abstract]:The present situation and the international energy development and utilization of renewable energy live based on renewable energy policies and practices, China needs visionary so actively learn from the advanced experience of the development of renewable energy in Germany is imperative. The federal government in Germany during the eighteenth legislative session, the 10 key projects of energy agenda contains energy transformation. This paper suggests that China should including the establishment of long-term mechanism, the development of renewable energy planning and long-term vision, the first pilot to legislation and effective incentive policy is a necessary condition for the development of renewable energy; efficient energy storage system, the smart grid construction, taking into account the efficiency of energy transformation efficiency is the key; focus on supervision and evaluation, and encourage citizens to participate in the implementation of the powerful renewable energy is the focus of sustainable development.
